These are the minutes of the Queenstown Commissioners work session held January 21, 2025. Present were President Al Hardee, Commissioners Tom Willis and Bryon Callatran, Town Manager Amy Moore, Town Clerk Aaron Horney, and Finance Chair Pat Bowell. The commissioners discussed draft road and sidewalk design standards — including aligning standards with the Queenstown Village development, cul-de-sac widths to accommodate emergency vehicles, and hydrant standards — and agreed to table further action until a meeting with Town Engineer Bob Rauch to review the draft. They reviewed regional water and sewer billing practices, asked Pat Bowell to calculate the Town's operations deficit versus water/sewer income, and heard Rauch offer to perform a water/sewer study for about $10,000 and 30 days; Moore will contact MD Rural Water (which can do a free but slower study) and another company for a second cost/timeline estimate. The work session was adjourned at 1:58 p.m.

QUEENSTOWT\ COMMTSSIONERS WORK SESSION January 2112025 PRESENT: President Al Hardee, Commissioners Tom Willis & Bryon Callatran, Town Manager Amy Moore, Town Clerk Aaron Horney, Finance Chair Pat Bowell WORK SESSION CALLED TO ORDER AT l2z07PM The Queenstown Commissioners held a work session for the purpose of discussing draft road and sidewalk design standards and to review and sfudy water and sewer rates. ROAD/SIDBWALK STAI\DARDS Comm. Willis believes standards should match those of the Queenstown Village development. Discussion on cul-de-sac widths- should be large enough to accommodate emergency vehicles. Questions regarding different street types and corresponding proposed widths outlined in draft- believe widths should be similar for all residential street tlpes and all commercial street t1pes. Comm. Callahan questions regarding hydrant standards in the draft. Commissioners would like to meet with Rauch to discuss draft standards to provide insight into street tlpes and other details in the draft. Agree to table discussion until a meeting with Rauch can be scheduled to discuss further. WATER/SEWER RATE STT]DY Commissioners reviewed water/sewer rates of several towns in the area- some lower than Queenstown and some higher. Most bill quarterly as opposed to monthly. Ms. Bowell stated a need to determine what the deficit is between the Town's ds operations costs vs. the Town's w/s income. Commissioners agree to have Ms. Bowell work on calculating deficit numbers. Commissioners discussed need for a water/sewer study with Town Engineer Bob Rauch, who briefly attended meeting via Zoom. Mr. Rauch stated he could do study for cost of approximately $10,000 and would take about 30 days to complete. Ms. Moore stated MD Rural Water can do a study for free, however it can take them some time to complete one. Commissioners agree to have Ms. Moore contact MD Rural Water to see what their timeline would be to do a study and also contact another company to get another time/cost estimate to do a study. Will determine how to proceed once information has been obtained by Ms. Moore. There being no further business, Callahan motion to adjourn the work session at 1:58pm. Willis second..
