The Town Commissioners held a regular meeting on January 10, 2023 (present: Commissioners Bryon Callahan and Tom Willis; Town Manager Amy Moore; Town Clerk Aaron Homey; Town Attorney Lyndsey Ryan). Public works items included a leaking water line at Old Wharf with a Steve Roberson repair proposal (suggested abandon/replace, estimated $12,000), a planned site visit and solicitation of additional contractor quotes, and maintenance/possible regrading of the ditch at Jerry Young’s property (will determine elevation with a transit and maintain with a weedeater). The Planning Commission will seek funding for a sidewalk/trail connection to the golf course and gave conditional final approval to Wheatland’s Phase I subdivision. Finance discussed using HUR funds by June 2023 or moving them to escrow and reviewed a Breezeline/Atlantic Broadband renewal (discussion of town fee, currently 3% with up to 5% possible). QUEENSTOWN COMMTSSTONERS January 10,2023 PRESENT: Commissioner Bryon Callahan, Commissioner Tom Willis, Town Manager Amy Moore, Town Clerk Aaron Homey, Town Attorney Lyndsey Ryan REGULAR MEETING CALLED TO ORDER AT 4:02 PM PUBLIC WORKS o Another leak present on Old Wharf. Line serving the chwch. Steve Roberson proposal to repair submitted - believes line should be abandoned and replaced due to condition. Estimated cost $12,000. Discussion on location of where water meter for church is located. Commissioners would like to view area to determine location of meter. Would like Ms. Moore to contact other contractors for quotes to do work as well. o Ditch at Jerry Young's house on Olde Point. Mr. Young would like to see improvement on catch basin and ditch that drains water to the drain pond near his house. Believes ditch needs to be dug out to allow better drainage from storm drain catch basin and also should be cleared of growth when nearby grass is cut to prevent clogging. Commissioners agree ditch should be maintained with weedeater when grass cut- would like to determine elevation of ditch with a transit. Will discuss how to proceed with digging once determined. PLAI\NING COMMISSION o Matt Reno suggests town look for funding to start trail work for golf course trail or sidewalk connection from current end at Harbor Lane intersection to Golf Course entrance, where future pedestrian overpass could be installed. Could also allow access to future golf course trail /clubhouse tavern/pub that residents could walk to. Commissioners ask to look into if sidewalk work could be an SHA projecVfunding available there? o PC gave conditional final approval to Wheatland's Phase I subdivision. FINANCE COMMITTEE o Pat Bowell inquired if any project in place to utilize HUR funds by June 2023.If not, funds need to be placed in escrow account. Funds could be used on upcoming Wall St. project. o Breezeline/Atlantic Broadband proposal reviewed. Fairly standard. Question of fee that company gives back to Town- does town want to stay with current fee of 3%? Can go up to 5%o if desired. Most towns in area go with 3olo currently. Will discuss. Contract allows other non-cable providers to operate in Town. CODE ENFORCEMENT o Issuing citation to resident at 128 Aker for untagged vehicle. Process server hand delivered citation as prior attempt to send via certified mail was not picked up by resident. Citation accepted by resident as owner of address on file is deceased. Ms. Ryan will look into how to proceed. HARBORMASTER o Comm. Callatran informed a small boat is submerged at dock area- needs to be removed. Ms. Moore will contact owner and inform them to remove the vessel from the area. EVENTS COMMITTEE o Ms. Moore will be contacting committee to discuss ideas for potential Easter/Springtime events. TOWN CLERK 1. Treasurers/Tinance Report General Fund $380,652.91/ Water-Sewer Fund $129,924.31 2. Correspondence/Requests/Info - Sent and Received Gas detection meter quotes reviewed/discussed. Agree to purchase meter from Instrumart for $830.79. TOWIT MANAGER UPDATES o Contacted by Towerpoint again about any Town interest in selling current tower cell leases. Last provided proposal a year ago. If updated proposal is wanted, now is time to act as current market factors will begin to decrease lease values. Commissioners agree to discuss at next meeting. o QVFD Installation of Officers is Saturday, Jan. 14 at 6pm. Commissioner Willis attending. o COG Meeting Wednesday, January I I in Centreville. Ms. Moore/Jvlr. Homey affending. o February/lVlarch meetings- schedule results in Commissioner Meetings on back-to-back weeks. Commissioners agree to move first meeting of both months to the 7th. o Board of Appeals meeting on Jan. 9. Board approved special exception request for Type II Home Occupation for operation of barbering business on Old Wharf Lane. OLD BUSINESS ITEMS INFRASTRUCTURE L I & I Project (no updates) 2. New Water Tower & Infrastructure Project (no updates) 3. Wall St. Water Tower Maintenance (no updates) 4. Old Wharf Lane -Stormwater (no updates- tabled) 5. Wall St. Water Line Replacement o Ms. Moore/Ms. Ryan working on currently. MARINE PROJECTS 1. Boat Ramp Improvements (no updates) 2. Town Dock Projects o Contractor waiting on piling caps to come in to install. Electrical conduit still needs to be secured to sub-framing. o Comm. Callatran noted that there are bolts protruding from the sides of the finger piers which may pose a hazard- would like to see shortened/covered to prevent injuries/property damage from hitting them. Ms. Moore will contact contractor to correct. o Ms. Moore will look into what funding is available for paving portion of dock project for next meeting. 3. Federal Channel Dredging (no updates) POLICY 1. Water/Sewer Connections Code - Proposed Clarifications & Revisions o Ms. Moore still reviewing. 2. ORDINANCE NO. 22.06 AN ORDINANCE OF THE TOWN OF QUEENSTOWN TO AMEND ARTICLE IV, PART III OF THE QUEENSTOWN ZONING ORDINANCE TITLED, "CRITICAL AREA OVERLAY DISTRICT'' TO COMPLY WITH AMENDMENTS TO THE NATURAL RESOURCES ARTICLE (Introduced 9/1 3 /2 2) o Revised by Ms. Ryan and Town Planner in response to comments from CAC review. Sent revised version to CAC for review. Waiting for response. DEVELOPMENT PROJECTS 1. Wheatland's Project o Ms. Ryan still working on PWA amendments. Should have ready for review soon. OTHER 1. Speeding on Main St (no updates) NEW BUSINESS o Ms. Bowell informed phragmite cutting typically done in February. Previously done by John English.
