These are the Queenstown Commissioners minutes from the June 8, 2021 regular meeting. Present were President Tom Willis, Commissioners Al Hardee and Bryon Callahan, Town Manager Amy Moore, Town Clerk Aaron Homey, and Town Attorney Lyndsey Ryan. Staff and two contractors (Suez and Southern Corrosion) presented proposals for rehabilitation and annual maintenance of the Wall Street water tower; written proposals will be requested and reviewed. The Commissioners voted 3–0 to proceed with construction of a new water tower and staff were instructed to get financing proposals and submit to USDA; bond counsel was deemed unnecessary. Other actions and updates: Rauch provided a capacity management report and will revise it; the Consumer Confidence Report was mailed and posted; George Smith applied for a $30,000 MDE grant; boat ramp and dock dredging bid packages are being finalized for DNR and QAC SCD review; FY22 budget work is underway with a budget ordinance introduction scheduled for June 15 and a public hearing on June 30; Ordinance 21-02 (property maintenance code) public hearing set for June 23; discussion held about zoning ordinance changes for boats/trailers and staff (Ms. Ryan) will draft an amendment; commissioners declined an offer to sell town-owned land behind the Town Office and will send notice to the inquirer. Treasurer balances reported: General Fund $146,410.69 and Water/Sewer $78,264.90. No public comments were made.

PIIBLIC WORIG - Amy Moore o Rauch submitted updated capacity management report for review - will be making some changes based on Ms. Ryan's suggestions. Ms. Ryan will provide summarized overview at next meeting. o Consumer Confidence Report provided by Susquehanna- has been mailed with water/sewer bills and posted to Town website. o Plant has been running well since membranes were cleaned. o George Smith applied for $30,000 MDE grant- should get as plant was in compliance. o Ditch off Charity La. towards creek- can wait until fall to clear? Poison Ivy present in area, public works employees would prefer to wait until begins to die off. Can wait to do with other ditch work in area. Could look into spraying- see what is allowable. PLAI\NING - Amy Moore o Public hearing was held on Zoning Ordinance housekeeping amendments to specifu the Development Standards in the QRD - Queenstown Resort District and the Non-Residential Use Standards in the CS - Countryside District. Were approved by PC- forwarding to Commissioners with recommendation to approve following public hearing. o Public hearing was held on 6-year Review amendments to Critical Area Program to meet State Law Requirements. Were approved by PC- forwarding to Commissioners with recommendation to approve following public hearing. Can have Ordinance to adopt amendments ready for introduction at next Commissioners Meeting. FINANCE COMMITTEE - Amy Moore o Working on FY22 budget with Mr. Horney. Have meeting with Finance Chair Pat Bowell on Wednesday to review and finalize budget. Will schedule meeting with Commissioners for Friday to review/discuss budget. o Need to schedule special meeting to introduce Budget Ordinance- Will have scheduled for June 150'. Public Hearing will be scheduled for June 30ft. TOWI\ CLERK o Treasurers/FinanceReport o General Fund - $146,410.69 o Water/Sewer - 578.264.90 o Minutes o May 26,2021- Closed meeting o Correspondence/Requests/lnfo - Sent and Received Nothing to report. TOWI\ MANAGER UPDATES o Coronavirus local fiscal recovery funds Town is eligible to receive- FAQ regarding use of funds given to Commissioners. Eligible projects could include construction of new water tower, rehab of existing water tower, I&I repair work. Required to accept or deny funding by June 30. Half of funding would be received this yearlremaining half next year. Comm. Hardee motion to have Ms. Rauch has determined/confirmed via letter that Town has no responsibility for drainage issues occurring at Queenstown Village development unless occurring within open space areas given to Town after HOA disbanded. Areas in question are not within the open space areas. Letter informing of findings will be sent to Ray Burkhardt, who has raised concerns regarding drainage issues in the area. Commissioners have been invited to attend the groundbreaking ceremony for the new YMCA on Kent Island on June 30. QVFD Fireman's Fair tentatively scheduled for Sept. 10-11 with fireworks scheduled for that Friday. Comm. Callahan will confirm dates with Fire Dept. this week. Had meeting with JeffMorris regarding retiree healthcare program with LGIT. Voluntary prograrn- no cost to Town, no billing responsibilities. Would be for 65+ retired Town employees. Will have Pat Bowell look at details of plan before making decision. OLD BUSINESS o I&Iproject No updates. o Water Tower & Infrastructure project o lnterim Financing Ms. Ryan stated bond counsel not needed for this project- will need to get proposals for financing and submit to USDA. Will then review and sign off once Town acquires signed construction contract. Pres. Willis motion to proceed with construction of new water tower. Comm. Callahan second. VOTE: 3 ave - 0 nav. o Wheatland's Project Capacity Management Plan will be sent to Barry Waterman pending meeting to be scheduled with Golf Course to discuss potential future allocation needs. o Speeding on Main St No updates. o Boat Rarnp ImprovementVTown Dock projects Bid package done for dredge work. Copies of bid package/advertisement sent to DNR for review/approval. Rauch verified no additional permits required. Town exempt from submitting detailed dredge material disposal plan if spoils taken to Bakers. DNR suggested few minor changes to Rauch- working on changes. Should be close to putting out to bid. Received comments from QAC Soil Conservation District regarding boat ramp project. Bid package is complete. Once QAC SCD comments and Gillespe comments are addressed, project will be exempt from NOI. 7 contractors have been contacted for the work- 4 have responded with interest. Received comments from QAC Soil Conservation District regarding dock project. Currently reviewing bid package with DNR. o Water tower maintenance Proposals presented by Suez and Southern Corrosion. Ms. Ryan will contact to get both proposals in writing. Commissioners will review before making decision. o Trails Master Plan Revised version sent to Commissioners to review- PC request to hold public hearing and adopt the plan. Commissioners will review further- schedule future meeting with Matt Reno to discuss plan. e On-call contractor agreement No updates. Still attempting to contact Steve Roberson. o ORDINANCE 2I-02 - AN ORDINANCE OF THE TOWN OF QUEENSTOWN ADOPTING TIIE 2O2I EDITION OF THE INTERNATIONAL PROPERTY MAINTENANCE CODE. AS AMENDED BY THIS ORDINANCE. AS THE PROPERTY MAINTENANCE CODE OF THE TOWN OF QUEENSTOWN, AND REPEALING ALL ORDINANCES IN CONFLICT HEREWITH Public hearing has been scheduled for Commissioners Meeting on June 23. o Review and updates to Town Codes and Ordinances Will schedule future work session to discuss potential updates. . ZoningOrdinance violations - Boats/trailers in yards and driveways Letter submitted to Town from David Sutherland for Commissioners review. Many comments at meeting in favor of allowing. Comm. Hardee suggested allowing driveway storage as long as vehicle parking not impeded. Comm. Callahan suggests size limits on boats if allowed to park on driveways? How to address RV's and other trailers? Comm. Hardee suggested could amendZ.O. to keep current restrictions with the exemption of boat trailers for example. Ms. Ryan will draft ordinance to revise restrictions for review. NEW BUSINESS o Susan Mayberry inquiry to purchase land from Town- area located behind Town Office. Comm. Hardee and Callahan agree would like to keep land as may have need for it in future. Betterto have if need for use arises. Pres. Willis agrees. Will send letter to Ms. Mayberry to inform of decision.
