QUEENSTOWI\ COMMISSIONERS

SPECIAL MEETING MINUTES

June 15,2021 PRESENT: President Tom Willis, Commissioner Alton Hardee, Commissioner Bryon Callahan, Town Manager, Amy Moore, Town Attorney, Lyndsey Ryan. The meeting occurred at the Queenstown Town Office and mernbers were also invited to participate via Zoom.

SPECIAL MEETING CALLED TO ORDER by Commissioner Willis at 2:01 p.m.

o Met with Lex Birney and John Anderes regarding future water and sewer needs for the Queenstown Harbor Golf Course Property. Mr. Bimey discussed the current and proposed future uses at the Golf Course. He confirmed that he constructed 3 cottages and received permits and approvals for 4 additional bungalows which have not been constructed. Ms.

Moore gave an overview of the 14 EDUs that the Golf Course purchasedin2014 and the status of rernaining EDUs. Mr. Bimey told the Commissioners that he eventually wanted to construct additional bungalows to provide 80-100 rooms and asked the Town Engineer to determine how much wastewater treatment plant capacity would be required for that particular use. Commissioner Hardee explained the status of the available capacity at the

treatment plant which sparked the necessity for the meeting to discuss future development.

Commissioner Hardee said that the wastewater treatment plant had roughly 65,000 gpd of capacity available for future growth. Ms. Moore advised Mr. Birney that if the Golf Course needed additional sewer capacity, they would have to pay to reserve it, which he acknowledged. No actions were taken.

CONSTANT YIELD TAX RATE OF .2026 PER $1OO OF ASSESSED REAL

PROPERTY VALUE AND A TAX RATE OF .51 PER $1OO ON ALL COMMERCIAL

OR BUSINESS PERSONAL PROPERTY AND PUBLIC UTILITIES: AND ALSO

ADOPTING AN ENTERPRISE BUDGET FOR THE TOWN'S WATER AND SEWER

OPERATIONS, WHICH INCLUDES THE THIRD OF THREE YEARS' INCREASE

TO MONTHLY WATER AND SEWER USAGE RATES BY FIVE PERCENT. AS WAS

ADOPTED BY ORDINANCE

19-03 ON JUNE 19,2019. President

Willis made a motion to introduce Ordinance 2I-03 and to schedule it for a public hearins at 6:00 p.m. on June 30th. Commissioner Hardee second. ITOTE: 3 ave - 0 nav.

CLOSED SESSION Motion made by President Willis at 3:01 p.m. to discuss a personnel matter and obtain legal advice regarding the terms of an on-call agreernent. Motion was seconded by Commissioner Hardee and unanimously carried. Vote: 3-aye,0-nay.

RESUME SPECIAL MEETING by Commissioner Willis at 3:30 p.m.

ADJOURNMENT There being no further business at this time, Commissioner Willis made a motion to adjoum the meeting at 3:32 p.m., which was seconded by Commissioner Hardee and unanimously carried. Vote: 3-aye, 0-nay.
