Barry Waterman
Mr. Waterman discussed potential interest in acquiring and developing property located
at6736 Main St. Property currently zoned LDA- would Commissioners consider granting
growth allocation to property/change to tDA? Also, thoughts on if connecting
Aker/Comegy roads would be wanted./required as part of development? Commissioners
stated need to determine current growth allocation Town currently has available. Would
prefer not connecting Aker and Comegy, possibly connect to only Comegy? Mr.
Waterman would also need to bring any plans for development to Planning Commission.
PUBLIC WORKS - Amy Moore
o
Nitrogen levels at WWTP have been up. Was treating with lime, now using caustic soda
to treat. All levels still within compliance.
o Pin Oaks at Queenstown Village pruned/fertilized last week by Davey Tree as were
showing signs of distress. Dead tree also removed at WWTP property.
o Ditch work near R&D Electric completed by John English. Need to have Rauch
investigate piping in area of ditch.

Complaints from residents in Steamboat Village about possible sewer odors. Investigated
concerns- located dead deer nearby on Potter property. Appeared to be caught in tomato
cage or similar. Likely source of odor as was heavily decomposed. Public works put lime
on deer to help with odor and speed up process as unable to remove.
o Pavemaster paving has stated they will honor price quoted 18 months ago to pave
Queenstown Harbor at $106,940. Work has been budgeted as was planned previously but
held off due to Covid pandemic. Price may increase if work is not started by this Fall.
Willis motion to acceot Pavemqster quote and begin paving work at Oueenstown Harbor'

Harbor resident. Commissioner Hardee stated also a need for sidewalk/curbing repairs in
development.
Met with Alan Coppage of MDIA to discuss plumbing line inspection protocols. MDIA
currently inspects what is covered under plumbing code- does not include connections to
water meters or mains. Mr. Coppage stated MDIA would inspect connections to meters
as part of overall inspections if provided standards for connections by the Town. Rauch
currently working on developing standards for Town meter/main connections for this
purpose.
Will be ordering 2 digital ORP sensors for WWTP- current sensors are beginning to fail.
Sensors control computer activation of blowers at plant. Cost will be $2,400 to replace.
Also, belt press will be running tomorrow at WWTP.
Confirmed unauthorized connection to town water by two private slips adjacent to First
Ave. dock. How to handle? Commissioner Hardee suggests contacting landowners and
billing flat $10 per month per slip for allowing continued use of water. Commissioners
agree.

Rauch has reviewed/approved plans for stormwater work planned at Pete Robertson
property as consistent with Town standards as property partially located in town.

Final plans for WWTP control room submitted by Rauch to be used for bid process.

PLANNING - Amy Moore
o
Advised Planning Commission of Commissioner's comments concerning trails plan.
Planning thinks may be misunderstanding of certain areas of plan. Requested a joint
meeting with Commissioners to discuss. Meeting scheduled for Aug I I at 6pm.
o Submitted proposed fencing requirement amendments to zoning ordinance for
Commissioner's review. Town Attorney Lyndsay Ryan can work on incorporating into
an ordinance if would like to begin process of adopting recommended changes.
o
Grant previously applied for through Parks & Playgrounds to do boardwalk/kayak launch
projects was not approved. Cost likely a factor- may consider breaking work down into
smaller phases to reduce costs. Rauch can estimate costs- also looking into possible trails
grants through SHA.
o
Planning to finalize and make recommendation to Commissioners following September
meeting regarding rules on boats/trailers parking in driveways.
o
Awaiting on Ms. Ryan research regarding reappointment process questions before any
reappointments.
FINANCE COMMITTEE - Amy Moore

Waiting on Finance Committee to schedule meeting to discuss several items (interim
financing, LGIT Retiree program, electric provider rates, antenna lease options)
Commissioners agree no interest in current offer, also to only consider any future offers
regarding selling cell leases one time per year in January.

TOWN MANAGER UPDATES
o
Met with Greenly Group representatives regarding impact study process for Wheatlands.
Commissioner Hardee discussed several potential Town needs with representatives
during meeting. Any other thoughts Commissioners may have can be forwarded by Ms.
Moore.
o
Contacted Isaac Wilding at DNR regarding potential dredging/shoreline restoration
project in Queenstown Creek channel. Sees nearby shoreline as good candidate for
restoration. Need to determine whether project can be funded at 50Yo or 100% and if
county or town will be grantee for project among other issues. Suggests a meeting with
the County to discuss options. Commissioner Hardee will contact Mr. Bimey to gauge

interest in shoreline restoration on Queenstown Golf property as part of dredging work
before meeting with County.
Will have discussing with Hugh Odom Wednesday to discuss AT&T/new water tower
potential locating. Ms. Ryan researched current lease agreement and amendments- last
amendment appears to show lease expiration in January 2022 as no extension of terms
noted. Lease states requirement to provide Wall St. tower as space during term of current
lease. Will research further to determine if term has been extended beyond January 2022.
Lonnie Anthony submitted survey of trucks noted using Dudley Avenue from June 24 -
July 19. Noted most come off Del Rhodes. Will contact Sheriff s Office to possibly set
up near Main St./Dudley Ave. intersection during normal radar details to observe any
illegal truck use of road- handle accordingly.
OLD BUSINESS

ARA funds can be used for repairs- need to identiff areas needing attention most. Will
have Rauch get current cost to address top 10 areas ofconcern.
Water Tower & Infrastructure project - Interim Financing
Waiting on review from Finance Committee- need to schedule meeting.
Wheatland's Project
Impact study currently being conducted. Following study can begin working on DRRA.
Speeding on Main St
Sheriff s Dept. still doing occasional radar in town.
Boat ramp improvements
Rauch received MDE comments regarding tidal wetland impact- MDE suggests rotating
ramp to minimize impacts. Rauch believes impacts are already minimal.
Town Dock projects
Rauch recommends approval of only bid received for project of $41,794 with possibility
of up to $5,000 additional costs depending on need for additional material as exact
amount needed is uncertain. Contractor also recommends incorporating additional
material into process- would increase cost of project by $50,000. Commissioners agree
on need to determine life estimate of work with current planned material vs. life estimate
with recommended additional material before making decision.
Water tower maintenance
Ms. Moore presented spreadsheet comparing all current options from 3 companies for
restoration and/or maintenance. Commissioners agree to wait on any decisions until
discussing options regarding cell lessee interest in moving to new tower with town
attorney and Hugh Odom of Vertical Consultants.
Trails Master Plan - revised version 5/28/21
Will be discussing at August I I joint work session with Planning Commission.
Review and updates to Town Codes and Ordinances
Will need to schedule work session to review. Possibly October.

Ms. Ryan currently working on previously discussed revisions to Roberson contract.

Planning Commission reviewed possible ordinance revisions at last Planning meeting.
will send any recommended changes to commissioners for review.
American Rescue Plan Act

Ms. Moore attended webinar on guidance. Discussed projects that should qualiff for
ARA funding. Website also available to ask specific questions regarding
projects/funding.
NEW BUSINESS

Commissioner Hardee discussed need for part-time help in the Town Office. Would like
to create office space and have Town Manager upstairs. Possibly create partitioned space
in current downstairs offtce to separate Town Clerk- have receptionist handle common
office issues. Maybe have plans drawn up for creating upstairs office space.
o
Commissioner Hardee discussed issues with trash at Royal Farms. Containers not being
emptied frequently resulting in trash falling on ground. General problems with trash
around property not being cleaned up well. Feels strong enforcernent of property
maintenance standards is needed to ensure compliance. Ms. Moore will contact Zoning
Inspector Harold Veasel to discuss enforcement at Royal Farms.

PUBLIC COMMENT

Rebecca Booth
Question regarding sidewalks in Town- property owners or Town responsible for
maintaining? Plants growing into sidewalks making passing difficult, glass, moss present
in areas- safety concern. Commissioners stated property owners responsible for clearing
snow/plants/debris from sidewalks. Town Charter suggests property owners responsible
for sidewalk maintenance at properties. Will have public works inspect all sidewalks and
note areas of concern and contact property owners regarding any issues found.
There being no further business, Callahan motion to close the meeting at 6:09pm. Hardee
second. VOTE: 3 a:te - 0 nay.
