o Met with John English and neighboring property owners regarding cleaning out ditches behind
Town Office. Ownirs are ok with Town clearing right-side ditch up to 3 ft toward their side. Rear
ditch partially on private property. Owner doesn't want anything done to ditch on his property'
Cunently has obstacle. *itttin diich line impeding flow but believes backups are caused by pipe
under Cirarity La. Commissioners disagree pipe is an issue. Comm. Callahan suggests cleaning
ditch before and after Mayberry property to attempt to address issues and see results and then

o Drainage issue in Queenstown Village open space area behind Vincent Anthony property on
Dudley Ave. Bush growth preventini ptop"t drainage-resulting in water flowing opposite of

to flow to drainage ditch.
o Comegys La. issues with large trucks rutting shoulder area near bend due to limited room to
maneuver. Lane Cole suggests adding crush aid run to area to widen and address and eventually
pave to address issue. Commissioners agree'
o Water towers- Suez currently on contract to maintain towers. Wall St' tower taken out of
maintenance schedule due to planned retirement however tower is now in need of maintenance'
Suez states paint needs to be blasted and contained and repainted. Containment costs around
$100,000. suez will be inspecting and giving fulI report. Rep with Southern corrosion ha i s f
inspected tower- believes biasting not tt"!0"4, only repainting with specific coating needed
done within next 10 months. Need to determine if Wall St. tower is still under Suez contract since
was taken off maintenance schedule. Ms. Ryan will look into contract to determine' Also,
Southern Corrosion would review/approve any plans cell equipment work on towers as part of
contract with them to insure no interference wiih tower structure/inspection' Currently, cellular
work is not inspected- equipment has been found to be installed in ways that interfere with
inspector operations. Commiisioners will look into options pending contract determination'
PLAI\NING - AmY Moore
o Critical Area regulations- Critical Area Commission updating the regulations referenced in the
zoningordinancE. Town is required to conduct review of regulations every 6.years' Review was
initiated by C.A. Commission and sent to Town Planner Peter Johnston and Ms' Moore' After
review, was then sent to Planning Commission at last meeting' Additionally' zoning text
amendment, pioposed regarding dev:elopment standards in QRD and Countryside zoning areas to
bring up to cunent standards. Both updates would have to be adopted by ordinance after public
hearings.
o Recent permits highlighted need for fencing standards as nothing currently in place specifying
acceptable materiils. ltuooing currently dicussing proposed amendm-ents addressing fencing
standards. Could possibly include with QRD/Countryside amendment ordinance'
o Applied for a Community parks and Playgrounds grant for $204,000 towards Skipjack Cove boat
launch, however it was not approved'

Final draft Trails Master Plan forwarded to Commissioners. Planning Commission would like to
see plan adopted by Commissioners as policy by a resolution. Commissioners will defer until
next meeting to review plan.

Ms. Moore and Mr. Horney planning to attend COG meeting in Centreville on Wednesday night.
' Spoke with Rosemarie O'Rourke regarding parking area concerns at her address. Is pleased Town
is looking into her concerns and is not pursuing any legal action. Comm. Callahan stated paving
company will be in town Wednesday and cost to modiff speed bump on Thompson Ave, add
speed bump on Melvin Ave. and address O'Rourke issue would be estimated $4,000.
Commissioners agree to only address O'Rourke issue if cost will be under $1,000 to do so. Speed
bumps can be addressed during future paving project.

Rauch contracts and Change order
Change order for construction management services is estimated $27,500 with additional
RPR hourly rate of $75. MDE only funds 15%o of construction costs for construction
management and RPR. 15% equals $31,718. Change order doesn't include RpR cost in total.
Rauch estimates 40 hrlmonth at 3 months for total near $9,000 which is over MDE limit.
Construction management services also increased $7,000 from original cost estimate. Options
would be to counteroffer Rauch and if unable to lower costs would then need to put out to
bid' Ms. Ryan will discuss with Rauch and relay back to Commissioners before deciding.

Town office staff will have authority to hive violators towed at ramp area. Commissioners

Property Maintenance
Mr. Veasel currently going through ethics review with QAC. Current QAC property maintenance
ordinance presented to Commissioners for discussion of possible revisions of Town property
maintenance ordinance.

r ORDINANCE 21-01 - AN ORDINANCE OF THE TOWN OF QUEENSTOWN ADOPTING
THE 2O2I EDITION OF THE INTERNATIONAL PROPERTY MAINTENANCE CODE, AS
AMENDED BY THIS ORDINANCE, AS THE PROPERTY MAINTENANCE CODE OF THE
TOWN OF QUEENSTOWN, AND REPEALING ALL ORDINANCES IN CONFLICT
