QUEENSTOWN PLANNTNG COMMISSTON

JOINT MEETING

Jum.e 17,2020 PRESENT/PARTICIPATING: Town Commissioners Thomas B. Willis, Jr., Alton Hardee, Jr., and Holger Schuster. Planning Members Philip Snyder, Matt Reno, Loretta Hohmann, Mike Bowell and Paul Cain. Also present were Lyndsey Ryan, Town Attorney, Peter Johnston, Town Planner, and Amy Moore, Town Manager.

President Willis called the meeting to order at 6:03 p.m. and turned the meeting over to Town Afforney Lyndsey Ryan.

Ms. Ryan gave an overview of the Wheatland's project and where we are:

In 2015, Mr. Waterman submitted a petition to the Town Commissioners, with a majority of the development being commercial, with a minor component of residential. The Commissioners sent to the Planning Commission, who reviewed and gave concept plan approval with conditions, one of which was obtaining growth allocation. Not much was done after that, and now Mr. Waterman is ready to proceed and planned to pick up where

things were left.

Ms. Ryan, Mr. Johnston and Ms. Moore met to discuss best way to move forward, as it didn't make sense to continue with previous petition due to considerable changes. There was also the issue to being transparent in order to avoid any possible appeal or litigation from the public. It was decided the best way to move forward would be for Mr.

Waterman to start at the beginning again.

A new petition was filed this date with the Town Commissioners, who will review at their next meeting on June 24,2020 and will forward to the Planning Commission for review and concept approval at their July 1, 2020 meeting.

Ms. Ryan stated that based on discussions there may be a disconnect between the Commissioners and Planning Commission members on what they would like to see/request at the Wheatland's property.

Peter Johnston advised that there are a total of 202 units proposed, which is permitted due to changes made to the ZoningOrdinance and Comprehensive Plan to accommodate the project.

The question is who is responsible for infrastructure rehab and maintenance? Option includes the town accepting all infrastructures. There are2.6 miles of road in this project that town would acquire and be responsible for. When the project is built out, the residents from that area will *uk" up approximately 4O%o of thepopulation of Queenstown. If costs for infrastructure and amenitiis are shared. all residents of town could use amenities, but costs not be a full burden on

the town.

Matt Reno pointed out that a substantial tax base comes with development. We need to have a financial analysis done on revenues and costs for budget items and future capital improvernents.

He stated that open spaces and trails are a minimal expense.

There was a discussion on there being an HOA at Wheatland's. Town Commissioner concerns include costs of maintaining roads, sidewalks, parks, trails, grass, etc. Most likely will need additional equipment and manpower should there be no HOA. Mike Bowell and Matt Reno expressed concems with segregating the residents at Wheatland's with an HOA. Al Hardee stated an HOA doesn't need to segregate if it's a town center concept, it would be beneficial to

have an HOA. It was also stated that an HOA could be just for individual property management, with the streets and open spaces being public.

Matt Reno also inquired about possibility of commercial propertybelow, with residential above.

Loretta Hohmann stated that Mr. Waterman had previously said that tlpe of scenario wasn't viable.

All were in agreement that we need to look at the future costs. Ms. Ryan advised that Trappe just had a fiscal impact analysis done and the cost was bome by the developer. A scope of work can be drafted based on what we want to see. Ms. Moore and Ms. Ryan will work on next steps to get this moving.
