PRESENT: President Thomas B. Willis, Jr., Commissioner Al Hardee, Lyndsey Ryan, Town
Attorney, and Amy Moore, Town Manager/Clerk. Commissioner Holger Schuster was absent.
President Willis motioned to move into Closed Session at 6:23 p.m. for the purpose of discussing
possible acquisition of property. Motion seconded by Commissioner Hardee. Vote: 2-aye,O-nay

REGULAR MEETING CALLED TO ORDER AT 7:00 P.M.
PUBLIC HEARINGS CALLED TO ORDER AT 7:01 P.M.
ORDTNAI\CE NO. 19-05 - AN ORDINANCE OF THE TOWN OF QUEENSTOWN TO
AMEND THE QUEENSTOWN ZONING ORDINAI\CE (to permit mixed use
development to include singlefamily residences and limit the percentage of allowable
residential uses per site in the PRC zone)
RESOLUTION NO. 19.104 - A RESOLUTION OF THE COMMISSIONERS OF
QUEENSTOWN TO AMEND TrrE QUEENSTOWIY 2017 COMPREHENSM PLAI\
TO REFLECT THE FUTURE DEVELOPMENT OF THE WHEATLAND FARM
Town Attorney Lyndsey Ryan advised that the Planning Commission reviewed and
unanimously recommends that they be adopted. She advised that the County found them to be
consistent with the plan, and the State also had no objections.
There was no public comment received.
President Willis motioned to adjourn the hearings at 7:05 p.m. Motion seconded by
Commissioner Hardee. Vote: 2-aye, }-na
GUESTS
Caden Quirion was present requesting if there were any projects that he may be able to take on as a
way to earn his Citizenship merit badge with the Boy Scouts. The Commissioners advised that there
was an upcoming project that he may be able to assist with by doing some landscaping.
Lane Cole was present at the request of the Commissioners. President Willis stated that in May 1991,
Lane Cole became a Town Commissioner of Queenstown, dedicating his time and seruice to our
residents for one initial term. He again ran for office and was re-elected in 1998, serving until August
200I, at which time he became the Public Works Director for the Town.
From August 200I, until his retirement in Decernber 2017, Mr. Cole was instrumental in coordinating,
directing, and assisting contractors in day-to-day projects, as well as our large capital projects, such as
installation of water meters to all properties, two new town wells, replacement of water and sewer
infrastrucfure, street paving, and our largest project to date, the new wastewater treatment plant. Mr.

Cole always took pride in any project or task he undertook, but the new wastewater plant is his pride
joy.

Since retiring, Mr. Cole has made himself available to assist town employees with public works
projects, fill in when ernployees are absent, and oversee ongoing capital projects.
With this in mind, the Town Commissioners of Queenstown are honored to dedicate the Queenstown
Public Works Facility in the nirme of E. Lane Cole. A ceremony dedicating the facility will take place
on Saturday, Novonber 2,2019 and a sign will be erected at the entrance of the facility.
PUBLIC WORKS - Amy Moore

Streets have been paved and speed bumps reinstalled

Discussion on infrastructure work needed on Wall Street. President Willis motioned to put the
work out to bid. Motion seconded by Commissioner Hardee.

Lane Cole advised that the ditch work at Royal Farms and Rt. 301 is subject to start around
October 24th.

Dump truck was taken to Delaware to have the body measured. There was a slight increase
since the quote was obtained in March. Commissioner Hardee motioned to all additional
expense in the truck body up to $5,000. President Willis seconded. Vote: 2-aye,O-nay
o
Trees to be removed and sidewalks/driveways to be repaired at Queenstown Village. Mr. Cole
suggested if we are replanting, that it not be done in the right of way. If a tree is to be left at a
resident's request, town can alter the driveway to accommodate. However, we will need the
property owner to sign an agreement. Ms. Ryan will draft up an agreement.

President Willis motioned to approve the tree and concrete work contingent on approval from
the Town Attorney to ensure in compliance with Charter and pertinent ordinances. Motion
seconded by Commissioner Hardee. Vote: 2-aye,O-nay
PLAI\NING- Phil Snyder
o
Advised the Commission wanted different time limits on the building permits. They were
tryrng to make sure do-it-yourself projects had time to be completed. They were looking at a I
yr. start time with 2 yr. completion. The Town Commissioners want work started within 6
months and completed within 1 year. He advised that Town Planner Peter Johnston said some
financial institutions require a building permit before applicant can receive financing.
Commissioners stated they are willing to work with residents if good faith effort is made to
complete projects.

The Commission was questioning whether the FCC small cell sites would interfere with leases
from existing cariers in town. He was advised by Ms. Ryan that there would be no issues.

Commissioner Hardee motioned to accept the Septernber 25,2019 Regular Meeting minutes as
written. Motion seconded by President Willis. Vote: 2-aye,0-nay
Correspondence/Other - Amy Moore
o
Letter from Mr. Kevin Cashen, President of Queenstown Bank, requesting town change
regulations to allow thern to install an electronic sign. Sign was from one of their Kent Island
locations. Current regulation does not permit such a sign. Commissioners referred this to the
Planning Commission for review and comment
o
Letter received from Business Queen Anne and email from Barry Waterman regarding the
County's regulations on holding a liquor license. Currently, law would prohibit any national
chain restaurants from coming to Queen Anne's County as they have to live in the county for at
least two years or own a percentage of the company. BQA is requesting the County change the
requirements, and Mr. Waterman is requesting the Town's support. President Willis motioned
to send a letter to the County Commissioners requesting an amendment to the residential
requirernent to obtain a liquor license. Motion seconded by Commissioner Hardee. Vote: 2-
aye,0-nay

Di Quynn-Reno provided the Clerk with a breakdown of the Community Yard Sale costs:

Police coverage schedule ends October 3l't. Paul Cain stated he sees it working and thanked
the Commissioners. Commissioners agreed to keep the same schedule for November.

Volunteer of the Year - Commissioner Hardee motioned to select Perry Stutman as Volunteer
of the Year for 2019. Mr. Stutman served as a Town Commissioner, Planning Commission
mernber and past Chairman, was on the board at MML, as well as served as President and VP
of ESAM. In addition, he drafted several manuals for the town. President Willis seconded.

Commissioner Hardee motioned to dedicate November as Municipal Government Works
month, via Resolution l9-105. Motion seconded by Presidort Willis. Vote: 2-aye,O-nay

Rauch, Inc. is working on some planning tools for their loans/grants program administration
and would like an idea of the town's goals for infrastructure and other funding. Mr. Snyder
stated the trails project could use some funding.

ESAM legislative dinner is Tuesday, January 2l't atFisherman's Inn.

Due to holidays, upcoming meetings will be held on November 20th and December l8th.
o
Tree lighting will take place on November 30th
o
Christmas party for staff, volunteers and consultants will be December I lth.

While Commissioner Schuster was not present and did not vote, he did relay his support to adopt the
Ordinance and Resolution.
