QUEENSTOWN COMMISSIONERS

August 28,2019 PRESENT: President Thomas B. Willis, Jr., Commissioner Al Hardee, Commissioner Holger Schuster, and Amy Moore, Town Manager/Clerk.

REGULAR MEETING CALLED TO ORDER AT 7:OO P.M.

GUESTS - none PUBLIC WORKS - Amy Moore o Received quote from Pavemaster to pave Harbor Lane in the amount of $106,000. Paving will be done next fiscal year.

o Chris Ritch was present and advised that he was informed by his contact at SHA that permits were required for SHA to clean out the ditches along Royal Farms and along Rt. 301. We will follow up.

o Boardwalk along Rt. 18 in need of some work. Town would be responsible for any repairs and maintenance.

o Ditch and stormwater management pond at Queenstown Village will be cleaned out to address drainage concems from Bill Benton and Jerry Young.

o Trees in open spaces at Queenstown Village in need of removal and trimming. Some concrete work will also need to be done.

o Still working on securing location for new water tower. Spoke with Jay Friel, and have meeting coming up with Peter Dudley.

o Interior work on the Outlets tower is scheduled to begin week of 9/16119.

PLAI\INING - Amy Moore o Work is continuing on the Trails Master Plan document o Planning Commission is suggesting town consider increasing the height limit on accessory dwelling structures from 16 ft.. to 26 ft., as zoning ordinance allows for accessory dwelling structures, but they are prohibitive by the current height regulation.

Motion seconded by Commissioner Hardee. Vote: 3-aye,O-nay Correspondence/Other - Amy Moore o Clerk advised that the remaining funds not used from the Shoreline Restoration Project have reverted back to the state. As we changed the scope of the original project, those funds did not apply and we would need to resubmit under another funding cycle. The engineer's assessment of the additional shoreline that was not part of the project found no signs of dramatic erosion,

therefore no need for further protection at this time.

o Next ESAM meeting is 10/1/19. MDOP will be speakers o Clerk advised it was suggested to have a community shred day and obtained some prices. Di Quynn-Reno, who was present, suggested partnering with another town if cost prohibitive.

Commissioners were in agreement and a date will be scheduled for spring 2020.

o Clerk advised that Ms. Marjorie Lantz, Olde Point Lane, has requested speed bumps for the Queenstown Village development. Commissioners would like input from the residents before making a decision.

o Summer concert series was a success. Commissioner Hardee said feedback included extending it into Septernber and October, have food trucks or vendors on site, and to have J. Coursey Willis return with a full band.

o Bonfire and movie was also a success. Approximately 43 people attended. Looking at having l-2 nexlyear.

o Yard sale is Saturday, October 5th from 9-12 OLD BUSINESS - No updates NEW BUSINESS - None ATTORNEY UPDATES - None

PUBLIC COMMENT -

o Di Quynn-Reno,6740 Main St., and Claire Leocha, 6750 Main St., were present with concems and suggestions regarding the speeding in town on Rt. 18. Ms. Leocha advised that there is severe risks to pedestrians due to speeding, and cited statistic from the Impact Speed and a Pedestrian's Risk of Severe Injury or Death report put out by AAA Foundation for Traffic Safety. They provided the Commissioners an approach to getting traffic to slow down and

improve the safety to residents:

1. Read the information they provided

2.

Invited the Commissioners to sit in their driveways during peak times to witness the speeding for themselves 3.

Commissioners speak with identified speeders 4.

Have the Sheriffs Dept. issue tickets.

Commissioner Hardee advised he'd spoken with the Sheriff regarding the speeding issue and was told if they know of a specific vehicle that speeds, they will deliberately stop thern. Ms. Quynn-Reno stated that most vehicles speed early moming, late evening, and Sunday afternoons. She advised she texted Sheriff Hoffrnan, but got no response, about a white truck from Steamboat Village that speeds every morning and evening. Commissioner Hardee requested the information be sent to him and he

will contact them. The ladies provided a flyer and asked that it be inserted in the next newsletter.

President Willis motioned to adjourn the regular session at7:50 p.m. for the purpose of entering into a Closed Session for the purpose of discussing a personnel matter.
