The July 22, 2020 Queenstown Commissioners meeting opened with a brief public hearing on Ordinance 20-02 (a tax credit for certain real property owned by volunteer fire department members) with no public comment and the hearing adjourned; later the Commissioners adopted Ord. 20-02 (vote 3-0). Town Engineer Robert Rauch reported on June 15 smoke testing of the entire sewer collection system: many broken sewer cleanout caps, some broken laterals, a few manhole issues, and occasional smoke from gutters (possible downspout connections). He recommended a systematic repair program, clarifying owner vs. Town responsibility and notifying owners; he also presented a wastewater capacity management plan prepared in March that needs review and updating before submission to MDE. The Commissioners introduced Ordinance 20-03 to amend water and sewer connection fees (eligible for public hearing on August 26, 2020; introduction vote 3-0). Other items: water tower/interim financing work, I&I project progress, Wheatland’s planned development petition under county review, boat ramp dredging was denied and construction permitting may be pursued while staff collects resident complaints about non-resident ramp use, speeding complaints on Main St. and issues with delivery truck drivers, trailer parking creating emergency access hazards with possible ordinance changes being explored, acceptance of minutes (June 24 minutes approved 2-0), appointment of Aaron R. Horney as Town Clerk & Treasurer (3-0) and appointment of Amy W. Moore as Town Manager (2-0, President Willis abstained), and a public comment questioning the form of adopted job descriptions (Town Attorney not present).

QUEENSTOWN COMMISSIONERS July 22,2020 PRESENT: President Thomas Willis, Commissioner Holger Schuster, Commissioner Al Hardee, Town Manager Amy Moore, Town Clerk Aaron Horney PUBLIC HEARING CALLED TO ORDERAT 6:45 PM ORDINANCE 20-02 - AN ORDINANCE OF THE COMMISSIONERS OF QUEENSTOWN TO ESTABLISH A TAX CREDIT AGAINST TOWN PROPERTY TAX ON CEKIAIN REAL PROPERTY OWNED BY VOLLTNTEER FIRE DEPARTMENT MEMBERS There were no public comments regarding the proposed ordinance. President Willis motioned to adjourn the hearing at 6:47 pm. Motion seconded by Commissioner Schuster. VOTE: 3 aye - 0 nay REGULAR MEETING CALLED TO ORDERAT 7:OO PM GUESTS: Robert Rauch, Town Engineer o Smoke test results and recommendations Smoke testing conducted on June 15 working with the Maryland Rural Water Assoc. Entire town collection system tested to identiff sources of infiltration/inflow. Vast majority of problems identified associated with broken sewer cleanouts - number of broken caps is significant. Some broken laterals also identified. Few manholes - easy fix with basins. Few examples of smoke coming from gutters - possibly downspouts connected to sewer system. No smoke seen in areas that were major concern. Town should begin systematic repair of broken caps - possibly a job for contractor - determine if Town or property owner t.iponsibility to repair. Laterals are property owners' responsibility - notiff o*ners of need to repair or Town can offer to repair with cost going to owners. All are important fixes and worth effort to repair - will lead to significant reduction in I&I. o Wastewater capacity management plan Plan completed but not submitted yet - was prepared in March around time of possible membrane changes at plant - dataat that time wasn't relevant if changes were made. Used info considering capacity for future development when completing plan Would like to review at future meeting and update with most current information from l-ast 2 months before submittal to MDE. PUBLIC WORKS: Amy Moore o Plant currently running well. o Smoke testing results previously discussed. o Public works employees beginning day earlier/leaving earlier due to extreme temperatures last several days. PLANNING: Matt Reno o Working on trails master plan pdf to present at public meeting for public to review and provide comments. Will update based on public comment and fiialize draft for ,.rri.* by Commissioners. . Paul Cain gathering info regarding potential improvements at boat ramp area for commissioners to consider. High usage of boat ramp area - lots of trailers on weekends - complaints from nearby property owners of speeding near boat ramp area, in harbor, etc. o No set speed limit in harbor, just a non-regulatory buoy stating you are responsible for wake. How to get speed regulations established in harbor? Contact DNR - attend future meeting to determine requirements or process to establish regulations/enforcement. FINANCE: No updates from Finance Committee. TOWN CLERK: Aaron Horney . Treasurers/Finance Report - General Fund - $82,998.48 Water/Sewer Fund - $I7,103.98 o Minutes - President Willis motioned to accept the June 24, 2020 regular meeting minutes as written. Motion seconded by Commissioner Hardee. VOTE: 2 aye - 0 nay. Commissioner Schuster was not present for this meeting and did not vote. o Correspondence - Contacted Metro Recreation regarding a quote to replace the slide at the Queenstown Park playground - will provide to Commissioners once received for review. TOWN MANAGER: Amy Moore o No updates other than previously discussed. OLD BUSINESS: o I & I Project- previously discussed updates. o Water Tower & Infrastructure Project - Interim Financing - Ms. Moore currently working on. o Dudley Property - Acceptance of Terms - Still waiting on response from Peter Dudley. o Water/Sewer Connection Fees - ORDINANCE 20-03 AN ORDINANCE OF THE TOWN OF QUEENSTOWN TO AMEND THE TOWN'S WATER AND SEWER CAPITAL ALLOCATION FEES FOR EACH RESIDENTIAL DWELLING UNIT AND NON- RESIDENTIAL USES (eligible for introduction) - President Willis motioned to introduce Ord. 20-03, Commissioner Schuster seconded. VOTE: 3 aye - 0 nay Public hearing for Ordinance 20-03 will be held on August26,2020. o Wheatland's Project - Petition for Planned Development - Waterman Family Limited Partnership - Planning Commission reviewed petition and approved concept plan/adopted resolution. Mr. Waterman has submitted application to county to amend master water and sewer plan. o Speeding on Main St. - Commissioner Hardee talked with Sheriff about sitting by Fire Dept. between 1Oam - 2pm.Most speeding during those hours. Di Quynn-Reno stated still an issue with mail delivery box truck speeding in town. TWo different drivers - only younger one speeding. Postmaster has been contacted and has talked to his employees however box truck not under his control. Need to find out who box truck driver's supervisor and contractor company is and speak to them. In-town delivery truck also has obstructed view while driving through town due to packages on dash for delivery, unsafe. Fire Dept. Members Tax Credit - ORDINANCE 20-02 AN ORDINANCE OF THE COMMISSIONERS OF QUEENSTOWN TO ESTABLISH A TAX CREDIT AGAINST TOWN PROPERTY TAX ON CERTAIN REAL PROPERTY OWNED BY VOLTINTEER FIRE DEPARTMENT MEMBERS (eligible for adoption) - President Willis motioned to adopt Ord. 20-02. Commissioner Schuster seconded. VOTE: 3 aye - 0 nay. Boat Ramp Improvements - Commissioner Hardee stated Isaac Wilding, a representative from DNR, recently surveyed the boat ramp area. Regarding dredging Mr. Wilding stated the areais too flat and boat ramp angle needs to be changed and therefore denied dredging request. As Mr. Wilding only deals with dredging, Mr. Hardee suggests may be applying at the wrong place and want to consider applying for construction permit for ramp improvements instead of dredging permit. Left messages for Mr. Wilding, waiting to hear back regarding this possibility. Also has received complaints from town resident regarding inability to use ramp on several occasions due to amount of use by non-residents. Spoke with TownAttorney regarding issues, suggested getting email/letter documentation on file of issues/complaints by town residents regarding ramp usage by non-residents to potentially limit access to ramp area. Have received a few already. NEW BUSINESS: Commissioner Schuster motioned to appoint Aaron R. Horney as Town Clerk & Treasurer. Commissioner Hardee seconded. Vote: 3 aye - 0 nay. Commissioner Schuster motioned to appoint Amy W. Moore as Town Manager. Commissioner Hardee seconded. Vote: 2 aye - 0 nay. President Willis abstained. Trailer Parking Issues - Discuss Amending Ordinances - Ms. Moore discussed recent issues regarding enclosed trailer parking on Maryland Ave. longer than permitted by current ordinance. Owner notified; trailer moved then would return after few days. Trailer now being parked on Steamboat Ave. Parked in way that pos es hazard to emergency vehicles needing access to the street. Current ordinance allows street trailer parking up to l2-hour period, which leads to near constant parking on street when not being used. Parking now creating a problem on Steamboat. Discuss possible amending of ordinance, change l2-hour period, restrict overnight parking, etc. would have to discuss with Town Attorney as well. Mr. Hardee concerned how would changes affect other boat trailers, residents, consider when discussing changes. Mr. Reno suggests contacting other municipalities - how do they address similar issues? Will check with Town Attorney how other town's ordinances a.re written. ATTORNEY UPDATES: . Town Attorney not present - no updates. PUBLIC COMMENT: Di Quynn-Reno/Matt Reno o Questions regarding job descriptions adopted at last meeting - why did Town decide to adopt descriptions ln form of resolutions? Would that make more difficult for adjustments to descriptions to be made? Ms. Moore stated agreement with Ms. Quynn-Reno. Town Attorney Lyndsey Ryan drafted resolutions as part of separation job description process for Town Manager/town Clerk positions. Town went with process - was not specifically requested as resolutions by Commissioners. She can discuss when present next meeting. Also notice no qualification requirements stated for either position in descriptions - OiO Town discuss qualification needs for positions? If current employees were to retire/leave, would new resolutions be needed to update job descriptions with qualifications desired for new hires? Suggests adding qualifications to bring the best applicants in when advertising open positions with the Town, interviewing, etc. Would be beneficial to Town in future to have in place as needs/decisions become more complex. Commissioners agree it would be beneficial. Will discuss with Town Attorney. Mr. Reno also suggested changing some wording in Town Manager Description to more accurately reflect duties assigned to position and to fix grammatical errors. Ms. Moore will go over suggestions with Town Attorney. There being no further business at this time, President Willis motioned to adjourn the regular meeting at 8:16 pm. Commissioner Hardee seconded.
