This record is minutes of a July 9, 2020 special meeting of the Queenstown Commissioners held by Zoom and phone. Commissioners agreed to raise new-user allocation/connection fees to $5,500 for water and $8,000 for sewer and asked Town Attorney Lyndsey Ryan to draft an ordinance. They discussed a proposed boardwalk from the sewer plant to Second Avenue as part of the town master trail, agreeing to seek a Maryland Community Parks & Playgrounds grant and obtain cost estimates. A proposal from Bob Rauch to dig a test well for the new water tower was reviewed (the grant/loan budget included $35,000); the Commissioners preferred contracting Shannahan Well directly to avoid mark-ups, but Attorney Ryan noted procurement/contract concerns unless Rauch signs the contract under his engineering scope, otherwise the Town must advertise for two weeks. The meeting adjourned at 3:50 p.m. by unanimous vote.

QUEENSTOWN COMMISSIONERS July 9,2020 Special Meeting A special meeting was held viaZoomand telephone conference in the Town Office for the purpose of holding a work session to discuss raising water and sewer allocation and connection fees and to discuss the proposed boardwalk project and obtaining estimates to complete the work, as well as review proposal received on installing at test well for the new water tower project. President Willis called the special meeting to order at2:30 p.m. Participating were President Tom Willis, Commissioner Hogie Schuster, Commissioner Al Hardee, Town Attorney Lyndsey Ryan, and Town Managericlerk Amy Moore. The Commissioners discussed the need to increase the water and sewer allocation and connection fees for new users. After reviewing various other town's fees, and comparing to our needs, the Commissioners agreed that our fees should increase to $5,500 for water and $8,000 for sewer. Ms. Ryan will draft an ordinance for future introduction. There was a discussion on the boardwalk project around the sewer plant to Second Avenue. The Planning Commission would like to proceed with this project as part of the town's master trail system. A grant would be submitted with the Maryland Community Parks & Playgrounds program to cover the project. Commissioners would like to get a price to make sure enough grant is applied for. Bob Rauch provided a proposal to dig a test well for the new water tower and infrastructure project. The grant/loan budget included an estimated cost of $35,000. We should contract directly with Shannahan Well to avoid mark-ups and profits. Ms. Ryan had some concerns as it looks like we could have issues with the Shannahan proposal unless Bob Rauch agrees to sign the contract and pay for it under his scope as design engineer instead of the Town. Otherwise, we will have to follow the Town's procurement process and advertise for 2 weeks. She will follow up on this. There being no further business, President Willis motioned to adjourn the meeting at 3:50 p.m. Motion seconded by Commissioner Schuster. Vote: 3-aye. 0-nay. AM Respectfully submitted, Town Manager
