Special Meeting
A special meeting was held viaZoom and telephone conference in the Town Office for the purpose
of meeting with Barry Waterman to discuss development plans for Wheatlands, and then discuss
draft of FY202l budeets.
President Willis called the special meeting to order at2:39 p.m.
Participating were President Tom Willis, Commissioner Hogie Schuster, Commissioner Al
Hardee, Town Attorney Lyndsey Ryan,'Iown Manager/Clerk Amy Moore, Barry Waterman, and
Town Engineer Bob Rauch.
Mr. Waterman provided the following information related to conceptual plans for the Wheatlands
property:

Proposed mixed use concept with central HC zone in the core with residential in the rear

Approximately 78 townhomes,129 single family - condo/cottages. Cottage homes have
been very successful. Cater to adult singles, adult singles with a child, older adults looking
to scale down.

Some interest in commercial pads - Applebee's, Royal Farms, Wawa, and Starbucks. Need
to see who will come out of the pandemic crisis. Only ones coming forward want to build
their own building with lease of the land.
o
15-20 acres left on east side for additional development in the future. No ideas at this time
what that will be

Prepared to move forward with plans
Commissioner Hardee asked what the plans were to manage the property. Mr. Waterman advised
that community grass maintenance is a minimum. It would depend on how the town feels if there
is an HOA or not. There is concern that use of the trail through the buffer, as well as the dog park,
by all town residents may not be fair to those who pay an HOA fee. It was agreed the
Commissioners and Planning Commission should discuss this matter. Master conceptual plan was
approved. Next step is QAC Master Water/Sewer Plan amendment.
There was discussion on the new water tower needed to serve the property. Mr. Waterman stated
that it is hard for him to put up a large amount of money in advance when the project could be
stalled by appeal once frnal approval is given.
Mr. Rauch advised that they are in the design stage of the new tower and infrastructure project,
and 90,000 gallons has been allocated to Wheatlands. He stated he can through the design phase
and can amend the size if need to. Advised the town needs to consider capacity of the wastewater
plant. Both water and sewer need to be seriously considered in the design process. Mr. Rauch has
determined cost estimates and knows what Wheatlands share should be. It would be great timing
for Mr. Waterman to take advantage of the good financing from USDA. He will work with Ms.

Ryan on the numbers and bring back to the Commissioners. He will also determine the sewer
capacity needed.
Commissioners agreed that need to get with attorney and engineer to determine the town's final
position on the tower and infrastructure project. They also need to schedule a meeting with the
Planning Commission to discuss maintenance and HOA needs at Wheatlands.
In other business, Ms. Moore advised that someone removed the signs from the playground that
prohibited use of the equipment due to the COVID-19 pandemic. Commissioners discussed and
agreed to keep the basketball court and playground closed as we have no way to sanitize. President
Willis motioned to keep the playground closed until further notice. Motion seconded by
Commissioner Hardee. Vote: 3-aye, O-nay
Ms. Moore presented the final drafts of the Water/Sewer and General Fund budgets for FY202l.
There are no increases to property taxes, and a 5oh increase to water/sewer rates that were adopted
in June 2019. President Willis motioned to introduce the budget ordinance at the May 27,2020
meeting. Motion seconded by Commissioner Schuster. Vote: 3-aye, O-nay
There being no further business, President Willis motioned to adjourn the meeting at 4:42 p.m.
