QUEENSTOWN COMMTSSTONERS
January 2612022 PRESENT: President Al Hardee, Commissioner Tom Willis, Commissioner Bryon Callahan, Town Manager Amy Moore, Town Clerk Aaron Horney, Town Attorney Lyndsey Ryan
WORK SESSION CALLED TO ORDER AT 5:01 PM
Town Engineer, Robert Rauch, was present to provide updates on several infrastructure projects:
o I & I - Mr. Rauch presented an application for grant funding to submit to MDE for the replacement of failing sewer lines town wide. Work would include dig and replace, milling and overlay of streets. The total amount of lines is estimated at 15,000 LF, and the cost is estimated at $7.7M. The application Mr. Rauch on hand had an elror, so it would be corrected and resubmitted for signature.

I & I - Old Wharf Lane - The Commissioners previously approved the dig and replace of Old Wharf Lane sewer lines, as they are the worst overall. ARPA funding would be used for those repairs. Mr. Rauch will do an RFP and submit to Town Attomey Lyndsey Ryan and Town Manager Amy Moore for review.
o Old Wharf Lane Drainage - design of drainage improvements have been completed, with improvements planned for both the north and south sides of Old Wharf Lane near the end of the road. Rauch, Inc. is looking into funding for the project as a bio-swale, in which the Town would receive stormwater management credits. The Commissioners agreed that the property owners affected by these improvements should be requested to attend a meeting so
that the plans can be reviewed with them.
o New Water Town and Line Replacement - plans are about 90Yo complete. Mr. Rauch as revised the PER, as required by USDA. He will provide Town Attorney and Town Office with a copy, and we will forward to USDA.
o Water & Sewer Code - Mr. Rauch provided copies showing expanded language in certain areas. James Cook, from Rauch, Inc., developed applications for new water and sewer line connections, as well as water meter installation. Fines can also be established and added to the language. Mr. Rauch advised that they can also do a regulation checklist that would go along with the applications.

REGULAR MEETING CALLED TO ORDER AT 6:16 PM
PUBLIC WORKS
o John English completed ditch work in area of 316 Melvin Ave. Received complaints from resident as work necessary to ensure proper function resulted in ditch being significantly deeper than before- concemed as property is under contract to sell. Lane Cole suggested Mr.
English submit proposal to install pipe to replace ditch in area to alleviate concerns.
Commissioners wish to have remaining ditch line going towards Aker Rd. completed first.
If new owner has concerns at that time, can be addressed.
o Recently installed speed bump on Charity La. was ripped off pavement during snow plowing. Has since been reinstalled.
o Cleaning was conducted on the membranes at the plant today.
PLANNING (no updates)
FINANCE COMMITTEE
o Working on tax set-off report- is due to County in late February. County has scheduled tax set-off meeting with the towns on April 12.
o Copies of Wheatland's impact study forwarded to Finance Committee for review- will discuss at upcoming work session scheduled February 2.
HARBORMASTER
o Matt Reno currently working on repainting parking stops at ramp parking area.

TOWN MANAGER UPDATES
o Previously received request from Rosemarie O'Rourke for Town to help towards cost of installation of parking pad in front of her property on 2nd Ave. but was denied. Now requesting to allow placement at her cost. After discussion Commissioners believe enough has been done to address Ms. O'Rourke's parking concems and due to presence of water utilities in area of proposed pad placement and area being in Town ROW, denied the
request. There was also concern that building up the area with a parking pad would divert the groundwater runoff towards her home causing drainage issues.
o Ryan Booth recently donated time/service to use drone to inspect top of Wall Street water tower. Drone was damaged beyond repair during inspection. Drone was purchased in 2018 at cost of $589. Should reimburse Mr. Booth? Commissioners believe should reimburse half cost due to age. Willis motion to reimburse Booth $300 for drone. Callahan second.

Spoke to contact responsible for osprey deterrent on water tower who contacted AT&T contracto( responsible for installation. All cell equipment should be inside of deterrent area- was not. Will be working on recti$ing. Also suggests Town construct nesting platform nearby area to draw any ospreys away from tower structure. Area would be on QVFD property.
o Deadline to sign up for Mosquito Control program is April 18. Cost is $3,150.
o Town consultant Hugh Odom believes an agreement is ready for new AT&T tower lease terms. Should know for certain next week.
o Have received I proposal to buy out tower leases- should be receiving another next week.
Will have ready for review at future meeting.
r Contacted Metro Recreation- can have representative come inspect playground equipment to recommend options on repairs/replacement. Will schedule for February 3.
o Currently advertising on Town website, Indeed, Star Democrat for new office position.

o Boat ramp improvements Received response from MDE rep- No comments from public comment period. Now needs to write report/recommendation for Board of Public Works. No time frame yet but have 45 days.
o Town Dock projects r Construction/dredging updates Dredging currently ongoing. Ad has been placed for dock work bids. Will be contacting some local contractors as well.
o Federal Channel dredging Grant application for DNR Waterway Improvement Fund has been approved by DNR for $100,000. Is in Governor's budget but must be approved by State Legislature first. Should be by March or April.
