QUEENSTOWN COMMISSIONERS

June 8, 2016 PRESENT: Commissioner John M. Bowell, President Thomas B. Willis, Jr. and Commissioner George L. Plumbo, Jr..

WORK SESSION CALLED TO ORDER AT 3:30 P.M. – Review of correspondence packets and approval of bills to be paid.

REGULAR MEETING CALLED TO ORDER AT 4:00 P.M.

OPEN DISCUSSION:

• Mr. Joe Walder was present regarding the park and other items

o Been no change in the park – been very busy with illegal activity o Found needles at park, end of Old Wharf Lane, and by Royal Farms o Witnessed a car at park for about 4 hours dealing drugs – car from Baltimore o Response time by State and County has been about 30 minutes Sgt. John Meyers of the Queen Anne’s County was present and informed that he would take back to the office. He will also try to get a meeting set up with representative from

the County.

• Perry Stutman asked that we be sure to remind everyone about the delay with recycling

and trash when there is a holiday.

PUBLIC WORKS:

Mr. Lane Cole advised:

• Waiting on status update from Bob Rauch regarding the new building and driveway

project.

• Receive price from Long Fence for fencing around WWTP. This is put on hold until

Wickerhsam completes the project.

• There are a couple water main leaks that Steve Roberson will be repairing this week.

• Will be contacting Rick Davis at R&D about the lights for park

PLANNING:

Mr. Hogie Schuster updated:

• Resolution PC16-001 was adopted at their last meeting.

• The update on the Community Plan continues

• Presentations at their next meeting include:

o Lex Birney – Golf Course o Majid Hussein – 500 Del Rhodes Avenue

FINANCE COMMITTEE:

• Nothing to report

MINUTES:

Commissioner Bowell motioned to accept the minutes from May 11, 2016 as presented. Motion seconded by Commissioner Plumbo. Vote: 3-aye, 0-nay 2

FINANCE REPORT:

General fund checking $214,485.70 Water/sewer fund checking $453,788.38 WWTP fund checking $140,727.38

CLERK:

• Fire Dept. will hold fair on 9/9/16 and 9/10/16. The golf course is donating the fireworks

that will be held on 9/9/16.

• ESAM dinner will be held in conjunction with the MML Convention in Ocean City, MD

on Monday, 6/27/16. Commissioners Bowell and Plumbo will attend, as will Mrs.

Bowell.

ATTORNEY UPDATES:

• Clerk reported nuisance property at 107 Old Wharf Lane for various reasons. Alan

Coppage, MDIA sent letter dated 4/29/16. Still nothing has been done regarding the untagged vehicle. Ms. Booth requested the letter be sent to her for review.

• Discussion on amending our Code to require registration of rental properties. She will

provide info based on ordinance she created in Trappe.

• Discussion on water cut off if accounts not brought current. Town to look into accepting

credit cards.

• Clerk and Ms. Booth will work on a letter regarding the nuisance property located

NEW BUSINESS:

President Willis introduced Resolution 16-103: A RESOLUTION OF THE COMMISSIONERS

OF QUEENSTOWN TO AMEND THE QUEENSTOWN 2010 COMMUNITY PLAN TO

REFLECT THE ANNEXATION, REZONING AND FUTURE DEVELOPMENT OF THE

WHEATLAND FARM AND TO RATIFY AND CONFIRM THE QUEENSTOWN 2010

COMMUNITY PLAN AS BEING THE ADOPTED QUEENSTOWN COMMUNITY PLAN IN

ALL OTHER RESPECTS

A hearing has been scheduled for 7:00 p.m. on July 13, 2016.

There being no further business at this time, Commissioner Bowell motioned to adjourn the meeting at 5:15 p.m. Motion seconded by Commissioner Plumbo 3-aye, 0-nay Respectfully submitted, Amy W. Moore, Town Clerk
