QUEENSTOWN COMMISSIONERS MINUTES

June 15, 2016 Commissioners Willis, Bowell and Plumbo were present.

PUBLIC HEARING CALLED TO ORDER AT 7:00 P.M. - PROPOSED ORDINANCE

#16-02 An ordinance of the Town of Queenstown adopting a General Budget for the fiscal year beginning July 1, 2016 and ending June 30, 2017, and establishing a tax rate of .181 per $100 of assessed real property value and a tax rate of .46 per $100 on all commercial or business personal property and public utilities, and also adopting an enterprise budget for the town’s water and sewer operations.

John Foster posed following questions/comments:

• Is town allocating money in a fund for depreciation? There is sufficient funds to cover

depreciation.

• Patricia Bowell advised that the water and sewer fund has one year of loan payments budgeted.

She also informed that the budget was prepared using GASB rules. There were two changes this year in the rules, and the town has addressed them:

• pension

• potential unfunded portion of pension

President Willis motioned to close the public hearing at 7:10 p.m. Motion seconded by Commissioner Plumbo. 3-aye, 0-nay REGULAR MEETING CALLED TO ORDER AT 7:11 P.M.

OPEN DISCUSSION:

• John and Stephanie Royceland, Charity Lane, were present with concerns about certain

teenagers in town. One teenager, who used to live in town, is returning on a regular basis as he is friends with a teen that lives across the street. (The name of the teens will not be used in these minutes). The teen who is visiting has threatened one of their children, and their 12 year old has been offered drugs by these teens, as well as others who drive by and walk around town. They would like to be a part of the solution in ridding town of these problems. They

were advised that we are trying to get a meeting together with someone from the County or State police agencies.

PUBLIC WORKS:

• Lane Cole reported Miss Utility has been called and utilities will be marked on Melvin Ave.

• Crusher run is in at the WWTP. Paving to take place next week.

• State road had pipe deteriorate, and they will be working on that.

• Clerk advised that a complaint was received about the noise of trucks and equipment at the

plant at 4:03 a.m. this morning. Lane said Reliable Construction had equipment delivered and unloaded this morning. He will talk to them and make sure they start work at a later hour.

PLANNING:

No update

FINANCE COMMITTEE:

• Patricia Bowell reported that she and the Clerk recommend putting $250,000 in CD’s from the

water and sewer fund before the end of the fiscal year. Commissioner Plumbo motioned to transfer $250,000 from the water and sewer fund to CD’s. Motion seconded by Commissioner Bowell. Vote: 3-aye, 0-nay

CLERK:

Treasurer’s Report - General Fund Checking $205,167.89 Water/Sewer Fund Checking $453,788.38 WWTP Fund Checking $ 36,435.76 President Willis motioned to accept the June 8, 2016 and May 25, 2016 minutes as written.

Motion seconded by Commissioner Bowell. Vote: 3-aye, 0-nay President Willis motioned to adopt Ordinance #16-02, thereby adopting the FY2017 General and Water and Sewer Fund Budgets, and setting the tax rates as $ .181 for real property and $ .46 per $100 for personal property tax. Motion seconded by Commissioner Plumbo. Vote: 3-aye, 0-nay Commissioners discussed modifying the Boat Slip Rental Agreement, and minor changes were

made.
