At the January 27, 2016 Queenstown Commissioners meeting (Commissioners Willis, Bowell and Plumbo present), CPA Rick Tull reviewed the fiscal year ending 6/30/15 financial audit. Resident John Foster raised financial concerns about keeping the debt service fund separate from operating funds and cautioned against using depreciation as a “slush” fund. The commission unanimously adopted Ordinance #15-04 (3-0) to require out-of-town water and sewer users pay the same volumetric rate as in-town properties; the town attorney advised the town cannot give free water/sewer to the animal welfare league. Attorney Brynja Booth said MCET can perform an updated rate study for $5,600 and USDA grant funding may be available for the sewer portion; a closed session was held to discuss contract issues, including a small cell tower contract noted by the Finance Committee. Public works reported successful snow removal and that the wastewater treatment plant is operating smoothly, and the clerk reported account balances for the General, Water/Sewer, and WWTP funds.

QUEENSTOWN COMMISSIONERS MINUTES REGULAR MEETING January 27, 2016 Commissioners Willis, Bowell and Plumbo were present. Also present was Mr. Rick Tull, CPA with Lank, Johnson & Tull. REGULAR MEETING: Meeting called to order at 6:40 p.m. Mr. Tull was present to give overview of the FYE 6/30/15 financial audit. John Foster, town resident, was present to bring up financial questions/concerns as follows: • Discussed last year keeping the debt service fund separate from operating fund. Need to keep track of dedicated funds. • Depreciation should not be used as a “slush” fund. PUBLIC HEARING - PROPOSED ORDINANCE #15-04 An ordinance of the Town of Queenstown to amend Ordinance #13-11 to repeal the requirements that out of town water and sewer users pay two times the volumetric rate, and to require that out of town users pay the same rate as in town properties. John Foster commented that of the couple “out of town” users, one is the animal welfare league. He suggested the town give them water and sewer for free. Town Attorney Brynja Booth advised that we could not legally do that. There were no further comments. President Willis motioned to adopted Ordinance #15-04. Motion seconded by Commissioner Bowell. Vote: 3-aye, 0-nay OPEN DISCUSSION: No comments ATTORNEY UPDATE: • Brynja Booth advised that MCET can do an updated rate study for $5,600. We can get some grant funding from USDA for the work done on the sewer portion of the study. • Ms. Booth also advised that she would like a closed session at the end of the meeting to discuss contract issues. PUBLIC WORKS: • Lane Cole reported he received a call from SHA asking if need anything following the snowfall. Snow removal went great and he did bring in some outside help. • Wastewater treatment plant is up and operating smoothly. PLANNING: No one from Planning was present FINANCE COMMITTEE: • Patricia Bowell reported there is a small cell tower contract issue to discuss in closed session. CLERK: Treasurer’s Report - General Fund Checking $253,152.07 Water/Sewer Fund Checking $367,615.40 WWTP Fund Checking $127,707.01 President Willis motioned to close the regular meeting at 7:50 p.m. and enter in closed session for the purpose of discussing contract issues with the Town Attorney. Motion seconded by Commissioner Plumbo. Vote: 3-aye 0-nay President Willis motioned to adjourn the closed session at 8:38 p.m. and reconvene in regular meeting session. Motion seconded by Commissioner Plumbo. Vote: 3-aye, 0-nay There being no further business to discuss, President Willis motioned to adjourn the regular meeting at 8:39 p.m. Motion seconded by Commissioner Plumbo.
