QUEENSTOWN COMMISSIONERS
Regular Meeting
January 13, 2016
PRESENT: President Thomas B. Willis, Jr., Commissioner John M. Bowell, and
Commissioner George L. Plumbo, Jr.
REGULAR MEETING CALLED TO ORDER AT 4:00 P.M.
OPEN DISCUSSION:
• Pat Sarracco – owns property adjacent to the wastewater treatment plant. Had sent an
email regarding the lighting, fence, noise and trees at the plant property. He
acknowledged that the lighting had toned down, but feels like he has an industrial site in
his back yard. The Commissioners addressed the concerns he had previously submitted
in writing as follows:
o Lights – will look into motion detectors
o Fence – survey of fence was taken off the deed. Appears part of his garage is on
Town property. Will work with him when time to maintain building.
o Trees – will be planted on Town side of the fence and we will have plenty of trees
and some can be planted on his side of the fence as well.
• Joe Walder – Old Wharf Lane – concerned about Park. He did his own stake out at park
from 10/27/15-12/31/15 and documented numerous violations. Mostly drugs and
partying taking place after hours. Feels response time from County officers is too slow.
Would like to suggest a meeting with Town, State and County police agencies. Advised
the Church is contemplating a gate across their driveway due to the problems arising
from the park. Mr. Walder will provide a copy of his documentation and also provide a
contact from State Police. Town will talk with Church about options and also trim up the
trees in the back.
PUBLIC WORKS:
Lane Cole advised the following:
• Additional work to be done at WWTP – new building, new roof on existing, etc. as been
discussed previously. Bob Rauch can handle the bid process for the project. President
Willis motioned to have Bob Rauch start the bidding process for the new building, new
roof on existing building, and other improvements. Motion seconded by Commissioner
Bowell. Vote: 3-aye, 0-nay
• Ditch work done – need to clean out limbs
• SHA will go down Rt 301, behind Aker to Rt. 18 and clean out their ditch. John English
can do the Town’s ditch for $1,500-$1,800. President Willis motioned to approve,
seconded by Commissioner Plumbo. Vote: 3-aye, 0-nay
• Greg Smith still experiencing some problems with the electronics at the new WWTP.
Will be meeting with vendors and GMB to work out the kinks.
• Demolition of the old plant has begun.
PLANNING COMMISSION:
Mr. Phil Snyder -
• The Waterman family gave a presentation on the proposed development of the Wheatland
farm.

• The Cohee’s were in with their final plans for the demolition and reconstruction of 7001
Main St. They requested relief to setback requirements and were granted such by the
Commission. They have filed for subdivision of the property.
• Peter Johnston had discussed with the Commission the amendments to the Community
Plan. They will have a list available sometime in February.
• Donna Marsh – 500 Del Rhodes – redrafted parking plan and parking pattern. She was
given 18 month contingent permission to sell plants/produce, ice cream and indoor
consignment. She will also need permanent signage.
• Planning Commission held their officer appointment at their last meeting. New officers
are:
o Hogie Schuster – Chairman
o Al Hardee – Vice Chairman
o Betty White - Secretary
FINANCE COMMITTE:
Ms. Patricia Bowell -
• Advised there are new rules requiring net pension liability be posted. We are required to
post on our balance sheet in audited financials. She will talk further with our auditor,
Rick Tull.
MINUTES:
President Willis motioned to accept the January 6, 2016 special meeting minutes as written.
Motion seconded by Commissioner Plumbo. Vote: 3-aye, 0-nay
CLERK:
• Queenstown Vol. Fire Dept. will hold their Installation of Officers dinner on Saturday,
January 16, 2016. Town Commissioners and staff are invited to attend.
• Tax Set Off meeting with the County Commissioners will be held on March 22, 2016 in
the County Commissioners meeting room.
• A petition, signed by 17 town residents against any zoning changes to the Bowlingly
property, was submitted to the Town Commissioners. There was no action or discussion
taken on the petition at this time.
• President Willis motioned to reappoint all Board of Appeals members for a term of 2
years. Motion seconded by Commissioner Bowell. Vote: 3-aye, 0-nay
• Kevin Dey property – Town has not billed Mr. Dey for water and sewer since 2007.
There had been some discrepancy on the number of allocations he had (1 vs. 4) and the
Town was having the matter reviewed with our accountant at the time, and the former
Town Attorney. Our current attorney, Brynja Booth, reviewed the matter and advised
that we should recognize and appropriate 4 water/sewer allocations for the property.
However, at the time we were under a self-imposed moratorium until we obtained
additional capacity. The capacity has been achieved and we should now contact Mr. Dey
and advise him that they are available and request that he confirm that he still wants
them. If he does, we will start billing him monthly for those allocations. Should he
decide to give them up, he would have to re-purchase and pay allocation fees in the future
should he desire them.

ATTORNEY UPDATES:
Brynja Booth provided updates as follows:
• There are certain reporting requirements as part of the bond process. Recommends we
adopt drafted Resolution 16-101 A Resolution of the Commissioners of Queenstown to
Adopt Tax-Exempt Obligations Issuance Compliance Procedures. President Willis
motioned to adopt Resolution 16-101 so we are compliant with the IRS. Motion
seconded by Commissioner Plumbo. Vote 3-aye, 0-nay
• County did dismiss the lawsuit
• MCET – Rate Study can be updated for $5,600. She will ask USDA if money can come
from grant funding. If not , we will have to pay full price for it. President Willis
motioned to approve the funding for the rate study. Motion seconded by Commissioner
Plumbo. Vote: 3-aye, 0-nay.
There being no further business, Commissioner Bowell motioned to adjourn the meeting. Motion
seconded by Commissioner Plumbo. Vote: 3-aye, 0-nay
