REGULAR MEETING:
President Thomas B. Willis, Jr. motioned to open the meeting at 7:00 p.m. Commissioner
Bowell seconded. Vote: Aye-3 Nay-0.
OPEN DISCUSSION:
Di-Quinn Reno is requesting support for the Egg-Tappin’ Competition to be held on Saturday,
March 26, 2016 at the crack of noon. Royal Farms is donating the prize of a chicken dinner.
The Commissioners approved and will have the notice mailed out with the next water and
sewer bills in March.
ATTORNEY UPDATES:
Brynja Booth, Town Attorney, sent an e-mail that we have received notices from the Court that
the Court has reserved the first two weeks in November for oral arguments in the two
Waterman cases (the QAC case and the Modell case).

Bowlingly will be on the garden tour on April 30, 2016. Need to put in the newsletter. Received
a proposal from John English to expand the parking lot area in the back of the Town Office
building for a sum of $2,250. Commissioner Bowell asked if this was in the budget. Hold until
reviewing the budget. There is a sewer line on Aker Road that will be cleaned out tomorrow.
Discussed the MDR filter at the plant. President Willis said GMB is responsible. Lane showed
the dry waste coming from the plant. March 7, 2016 will start up the pumps and wet wells.

President Willis motioned to accept the minutes from 2-10-16 as written. Commissioner Bowell
seconded. Vote: Aye-3 Nay-0.
CORRESPONDENCE:
Letter received from J. Thomas Rhodes, Jr., President of the Queenstown Bank of Maryland,
that on behalf of the Queenstown Bank of Maryland they would like to express their gratitude
to the Commissioners for allowing them the opportunity to facilitate our financing needs with
respect to the sewer plant project. It has been a pleasure working with all involved and they
wish us continued success with the project.
Letter received from Maryland Department of Housing and Community Development inviting
us to the application workshop for the Maryland Community Development Block Grant
Program. Commissioner Bowell will attend after reviewing information.
FYI – The 2016 Constant Yield Tax Rate Certification was handed out. This will be worked on
during the budget time.
An e-mail was received from Margie Houck that effective March 10th she will be resigning from
the COG.
NEW BUSINESS:
President Willis introduced Ordinance No. 16-01 – AN ORDINANCE OF THE TOWN OF
QUEENSTOWN TO AMEND THE QUEENSTOWN ZONING ORDINANCE TO REFLECT THE
RECODIFICATION OF ARTICLE 66B OF THE MARYLAND ANNOTATED CODE INTO THE LAND USE
ARTICLE; TO AMEND THE DEFINITION OF ZONING CERTIFICATE; TO AMEND THE PERMISSIVE
USE TABLE; TO ADD PROVISIONS RELATING TO TEMPORARY USES AND ADAPTIVE REUSES OF
HISTORIC STRUCTURES; TO ADD PROVISIONS TO ADDRESS “BUILD-TO LINES” FOR FRONT
YARD SETBACKS IN CERTAIN SITUATIONS; TO ADD PROVISIONS TO ADDRESS PERMITTED
EXTENSIONS INTO MINIMUM REQUIRED YARDS IN CERTAIN SITUATIONS; TO PROVIDE THE
AUTHORITYM FOR THE TOWN STAFF TO ISSUE BUILDING PERMITS IN CERTAIN SITUATIONS;

AND TO ESTABLISH A PROCESS FOR THE APPROVAL OF ADMINISTRATIVE VARIANCES BY THE
PLANNING COMMISSION IN CERTAIN SITUATIONS. Commissioner Plumbo seconded. Vote:
Aye-3 Nay-0. A hearing is scheduled for March 23, 2016.

There being no further business, Commissioner Bowell motioned to adjourn the meeting at
