This is the Queenstown Commissioners work session on November 6, 2018, where Town Engineer Robert Rauch reviewed recommended repairs for inflow & infiltration (I&I) in the sewer system and discussed a water tower and related infrastructure project. For I&I, Rauch explained the membrane failure earlier in 2018 has been remedied and outlined funding options (USDA, MDE Water Quality Revolving Fund, Bay Restoration Fund), three repair approaches (do nothing, spot repair, full lining), and a plan to start with the highest-priority sections; the Commission directed Rauch to prepare a scope of work and bid documents for sleeving the sewer lines and authorized him to apply for grants. Rauch recommended providing Video Pipe three scopes of work to price rather than shopping multiple contractors, and Town Attorney Brynja Booth will confirm procurement consistency; Rauch will prepare the RFP, grant applications, and a preliminary engineering report (PER). On the water tower, Rauch said the Wall Street tower is undersized, needs about $250,000 in maintenance, and the town lacks a secured site for a new tower; the Commissioners noted the Dudley property across Del Rhodes Ave as the ideal location, asked Rauch to perform an approximately $3,000 engineering survey to present to Mr. Dudley, and asked the finance committee to review current rates and loan amortization to address citizen cost concerns. QUEENSTOWN COMMISSIONERS WORK SESSION November 6, 2018 PRESENT: President Thomas B. Willis, Jr., Commissioner Al Hardee, CommissionerHogie Schuster, Brynja Booth, Town Attorney, Robert Rauch, Town Engineer, and Amy Moore. WORK SESSION CALLED TO ORDER AT 1:00 P.M. Mr. Rauch was present to discuss his recommendation for I & I repairs to the sewer lines, as well as the water tower and infrastructure project. I&I Mr. Rauch advised the reason to repair the I & I is it bites into the capacity available for other users. The situation here for urgency was due to the membrane failure back in early 2018. That situation has been remedied, so the town does not need to rush into repairing. There are several funding sources to work with: • USDA loan/grant would need a preliminary engineer report (PER) • MDE has several programs one being the Water Quality Revolving Fund, which ranks on ability to improve water quality. • Bay Restoration Fund He would put in requests for all grant funding available. Options available to us: 1. Do nothing 2. Spot repair 3. Full lining We can start with the high priority fixes pick the top three sections. He doesn’t recommend shopping a contractor. He suggests giving Video Pipe three scopes ofwork and shop the price. He can put together an RFP when we are ready, as well as the bid form. Ms. Booth will confirm process is consistent with our Procurement Ordinance. We can then advertise and hold special meeting ifneeded to accept bids when submitted. President Willis motioned to direct Robert Rauch to work up a Scope ofwork and bid documents for sleeving the sewer lines. Motion seconded by Commissioner Schuster. Vote: 3-aye, 0-nay President Willis motioned to authorize Robert Rauch to prepare necessary grant applications to MDE, USDA, Bay Restoration Fund Program, and other sources as available. Motion seconded by Commissioner Schuster. Vote: 3-aye, 0-nay Mr. Rauch advised he will now write up the RFP so can be bid, do grant application to MDE, check with USDA on their funding timeftame, look at the Bay Restoration Fund Program and other sources that could fund the PER. Water Tower/Infrastructure Project Mr. Rauch is ready to begin the design process, but we don’t have a site secured. That is part of the design process. Once site is determined, he can then continue with design. Current Wall Street water tower is undersized and needs approximately $250,000 of maintenance. Town can apply for emergency water quality funding for maintenance on existing tower. When Town applied to USDA for this project, we had Wheatland’s planning to build all commercial and had the Dudley family annexing into town. Now, Mr. Waterman is reconsidering commercial aspect ofthe development, and the Dudley’s have annexed but have no plans to build at this time. Mr. Rauch pointed out that the Town has an obligation to provide water service. However, we have undersized and insufficient water mains, the water tower is well past life expectancy, and we have pressure issues, making it hard to meet use and fire needs. He noted that residents can install a ground pressure tank to improve pressure to individual homes. The Commissioners expressed concerns as to the cost to the citizens for this project. We need to have our finance committee look at our current rates and run an amortization on the loan offered. The ideal location for a new tower and well is on the Dudley property across Del Rhodes Ave. Mr. Rauch can do an engineering survey, at the cost ofapproximately $3,000, that can be presented to Mr. Dudley for discussion. Mr. Rauch will send a copy ofthe PER for the tower project to the office for our files. There being no further business at this time, Commissioner Schuster motioned to adjourn the meeting at 3:15 p.m. Motion seconded by Commissioner Hardee.
