These are the minutes of the Queenstown Commissioners regular meeting on July 12, 2017. The Commissioners unanimously approved buying a hover mower for $819 and unanimously accepted Pave Master’s $44,500 estimate to resurface all of Maryland Avenue and Steamboat Avenue from Rt. 18 to Maryland Avenue. Treasurer reported checking balances (General Fund $83,937.42; Water/Sewer $119,415.68; WWTP Project $4,907.12) and the May 24, 2017 closed session minutes were accepted. Attorney updates included a unanimous motion to have an ordinance drafted regulating short-term (Airbnb-type) rentals for possible introduction August 9, 2017; the RFP for water/wastewater operations had one bid under review; and the Commissioners unanimously approved reducing Wickersham Construction’s retainer on the WWTP project from $205,000 to $173,000. In open discussion residents raised concerns about a dirty Royal Farms and an old red shoe donation bin on the old Getty property (clerk will contact the owner), shortage of speed limit signs in town, and trimming of vegetation in the town right-of-way; the Bowlingly special exception Board of Appeals hearing location was also announced.

PRESENT: President Thomas B. Willis, Jr., Commissioner Hogie Schuster, and
Commissioner George L. Plumbo, Jr., Brynja Booth. Town Attomey, Mike Bowell, Acting
Town Manager, and Amy Moore, Town Clerk.
REGULAR MEETING CALLED TO ORDER AT 7:OO P.M.
PUBLIC WORKS: Lane Cole

Obtained price fbr a hover mower, which is safer for cutting ditch banks and slopes. The
cost is $819. President Willis motioned to purchase the hover mower. Motion seconded
by Commissioner Plumbo, with motion passing unanimously.

Obtained prices from Pave Master and Koala Paving for resurfacing all of Maryland
Avenue and Steamboat Avenue from Rt. l8 to Maryland Avenue. Pave Master was the
lowest solicited price at $44,500. President Willis motioned to accept the estimate from
Pave Masler. Motion seconded by Commissioner Plumbo, with motion passing
unanimously.

County has put up speed limit sign on Rt. 18. He spoke with Charlie Coppage of SHA
regarding traffic calming measures available. They will meet and discuss options.

President Willis motioned to accept the May 24,2017 Closed Session minutes as written.
Motion seconded by Commissioner Plumbo, with motion passing unanimously.
ATTORNEY UPDATES: Brynja Booth

As the Town currently has a couple residences being rented out as Air B&B's, it was
determined that there are no laws in place regulating that type of operation. Ms. Booth
thinks the Town should consider adopting an ordinance regulating these types of
operations. She drafted one for Oxford in 201 1 which has been working quite well.
President Willis motioned to have Ms. Booth draft an ordinance for short term rentals for
discussion and possible introduction at the August 9, 201 7 meeting. Motion seconded by
Commissioner Schuster. with motion passing unanimously.

Several months ago, the Town put out an RFP for operations of our water and wastewater
facilities beginning January 1,2018. Only one bid was received, and the Town Engineer
is reviewing for compliance.

Ms. Booth requested the Commissioners grant her authority to reduce the retainer held on
Wickersham Construction for the WWTP proj ect from $205,000 to $173,000, based on
recent discussions she's had with the design engineer GMB and Town Engineer Bob
Rauch. President Willis motioned to reduce the retainer on Wickersham Construction
from $205.000 to $173,000. Motion seconded by Commissioner Schuster, with the
motion passing unanimously.
OPEN DISCUSSION:

Genie Fitzgerald - was recently in Royal Farms and found it to be dirty inside and out.
The old red shoe donation bin at the entrance ofthe old Getty property looks honible.
These are bad impressions of the Town. Clerk will contact new owner of the old Getty
property regarding the donation bin. She also inquired as to why Open Disussion is now
at the end of the meeting. She was informed by President Willis that some issues that
people may want to discuss, or have questions about, may be addressed during the course
of our regular business. It takes time to address the concems and questions, and then
more time to discuss again later during the regular busrness.

Lori Sharer - speed limit signs are few and far between in Town. There is no sign on
Steamboat from Maryland to First Ave.

Commissioners announced that the upcoming Board ofAppeals hearing on the
Bowlingly special exception request has been moved to the Calvary United Methodist
Church.

When asked why town employees trimmed trees and bushes on private property
(Bowlingly), President Willis advised that it's been town practice to maintain the dght of
way along Steamboat, as well as other areas in town. The trees and bushes were trimmed
to allow better access fbr grass mowing by the Town.
There being no further business at this time, President Willis motioned to adjoum the meeting at
8:03 p.m. Motion seconded by Commissioner Schuster, and motion passed unanimously.
