CLOSED SESSION:

President Willis motioned to called the meeting to order at6.,22 p.m. Motion seconded by Commissioner Schuster. Vote: 3-aye,O-nay President Willis motioned to enter into Closed Session for the purpose of discussing real estate and contract matters. Motion seconded by Commissioner Hardee. MEETING CALLED TO ORDER AT 7:00 P.M.

GUESTS:

Patricia Bowell and Sally Young - o The Town had requested volunteers for an Events Committee, which to date, no one had signed up for. Ms. Bowell said committees require a commitment, which most people don't have the time for. She suggested there being a "working group" for each event that is proposed. Ms. Bowell and Ms. Young were present to present a concept to the Commissioners for a town picnic, which could be held late spring/early summer. A

tentative date of June22,2018 was suggested. The Town could provide hamburgers and hotdogs, and town residents could each bring a covered dish. There could be some children's games scheduled. It was suggested to maybe get an RSVP from residents to get a head count. The Commissioners were thought it was a great idea and gave their approval to proceed.

SWEARING IN OF NEW PLANNING COMMISSION MEMBERS:

Town Attomey, Brynja Booth, administered the Oath of Office to Patricia Bowell, Geoff Leech, and David Simison, newly appointed members of the Queenstown Board of Appeals.

PUBLIC WORKS - Amy Moore o Advised that Lane Cole had requested a price for a gate to be installed on the back side of the WWTP fencing. She will get more information on the location for the gate and what the need was.

o Advised that she obtained a quote from Mobile Dredging and Video Pipe for grouting work in areas that were camera inspected a few weeks ago. There are 6 line segments in need of repair, and the crew should be able to complete2Iine segments per day, depending on the lengths and number ofjoints. The cost for the grout crew is $3,200 per day. Ms. Moore also reported that Town Engineer Bob Rauch is reviewingdataon flows and should be

getting back to us within the next week or so with his recommendations on how to proceed to identiff and correct the I & I problem. Town will wait on Mr. Rauch's report and recommendation before proceeding.

Reported that the fire hydrant on Steamboat Ave. at the intersection of Maryland Ave. is leaking again. Steve Roberson does not recommend trying to repair and provided a price to replace in the amount of $12,860. ln compliance with the Procurement Ordinance, we will obtain other prices.

Reported that Sam Schlegel - Tidewater - said Ovivo wants the membranes inspected. To do so would require renting a crane for the day, as well as 3-4 people on site. He believes pulling them and cleaning while they are out may produce better results. Commissioners were in agreement to proceed, but would like Bob Rauch's input.

Reported that the Del Rhodes Ave. well pump has tipped few times since the prior weekend. Tidewater is working on this. They also installed an alarm that will alter when the pump does trip. They are also working on a pump at the plant that isn't running at capacrty.

PLAIINING - No report FINANCE COMMITTEE - Patricia Bowell o Ms. Bowell and Ms. Moore both attended the meeting with the County Commissioners regarding the tax set off. Last year the Town received the set off based on 85% of total request. Not sure if will go to 100% this year.

o Will be attending the LGIT spring renewal meeting o Has begun working on budget with Manager/Clerk-Treasurer. OLD BUSINESS:

o Discussion on the land proposal from Shore Christian Fellowship was tabled until more information can be obtained.

NEW BUSINESS: No new business introduced ATTORNEY UPDATES - Brynja Booth o After comments and complaints from past meetings, at the direction of the Commissioners, Ms. Booth drafted an Ordinance that would prohibit truck idling throughout towno and also increased parking fines from $10 to $25. Ms. Marjorie Lantz commented that she had spoken with Chris Bolino, Operations Manager for Royal Farms. He explained how the

Phone Help Desk would work for those who wished to file complaints. She advised she also contacted Mr. Bolino with a direct complaint. He contacted the SherifPs Dept. but no one showed up. She advised this would need enforcement by the Town with fines.

President Willis motioned to introduce Ordinance 18-01 - AN ORDINANCE OF THE

TOWN OF QUEENSTOWN TO AMEND SECTION 3.5 OF THE QUEENSTOWN

TOWN CODE TO INCREASE THE AMOUNT OF THE FINE FOR MUNICIPAL

INFRACTIONS RELATED TO COMMERCIAL TRUCKS PARKING ON TOWN

STREETS AND TO PROHIBIT TRUCK IDLING WITHIN IOO FEET OF A RESIDENCE

BETWEEN THE HOURS OF 8:00 P.M. AND 7:00 A.M.

Motion seconded by Commissioner Schuster. Vote: 3-aye,0-nay The Commissioners will hold a public hearing on the proposed Ordinance on April 25,2018 at 7:00 p.m.

PUBLIC COMMENT

o Di Quynn-Reno - requested the Commissioners consider a Smoke-Free Policy proposal she drafted. While smoking is not permitted in the building, there have been several occasions where she and others have had to walk through plumes of smoke on the front porch. It's well known that second hand smoke is dangerous to others, especially children and those who are susceptible to ear infections and breathing issues. A smoke-free policy in

Queenstown would affect all town properties, whether indoors or outside, and would include town vehicles. She stated she hoped the Commissioners would read over her proposal and consider adopting. Mr. Dave Simison commented that the Commissioners could adopt as a policy and not make it an ordinance.

Ms. Booth advised that there is an anti-smoking grant available that she could provide further information on. It would allow the Town to provide smoke-free literature, etc., as well as pay for any signage.

o MarjorieLantz- stated at the last meeting her neighbor was in attendance and they commented on how they didn't know the names of all the Commissioners. She suggested maybe the Town should purchase some name plates so the public would know who they were. Ms. Moore will look into this.

Smoke-Free Policy Proposal Town of Queenstown The prohibition of smoking or tobacco use on Town of Queenstown property would serve to protect the health, safety and welfare of the residents of Queenstown. Smoking and the use of tobacco is a public nuisance, is dangerous to the health of both adults and children and sets an unhealthy example for Queenstown's youth and children.

What are the benefits of a smoke-free policy?

o Creates healthy and safe environments for park & facility users, particularly children and youth.

o Reduces exposure to children and youth to smoking and vaping, protecting their health and discouraging them from staring a habit that is difficult to quit.

o Strengthens the Town's commitment to promoting a healthful workplace environment for employees.

o Serves as a modelto the community in promoting healthy lifestyles.

r Protects parks and natural areas from potential risk of fires.

o Protects Queenstown Creek, the Chester River, parks and natural areas from environmental degradation caused by littering of cigarette butts and other tobacco-related waste.

o Protects children and animals from potentially consuming cigarette butts litter.

o Reduces the time impact by Town staff to remove cigarette butts litter from parks and natural areas.

o Supports individuals who are trying to quit smoking or have already quit.

o lmproves the beauty of the Town's public outdoor spaces and ensures a healthy and clean experience for residents and staff.

o Ensures residents they can enjoy parks and events on Town property without concern of being negatively affected by the tobacco use of others.

The proposed policy establishes prohibitions as they relate to properties managed, maintained and regulated by the Town of Queenstown (including but not limited to, enclosed buildings and structures, parks, athletic fields and open space, outdoor facilities, boat docks, playgrounds, facilities, buildings in developed park areas, and parking lots) and vehicles. This proposed policy also applies to third-party

property that is leased to or by and/or operated by the Town.

The Town is encouraged to include language in the policy that all Town sponsored events are srnokefree. For partnered events, the Town is encouraged to establish an agreement with event partners stating they support said policy.

Smoking: the burning of a lighted cigarette, e-cigarettes, cigar, pipe, or any other matter of substance that contains tobacco.

Tobacco: include, but not limited to: cigarettes, cigars, shisha, pipes, water pipes (hookahs); as well as all forms of smokeless tobacco, including, but not limited to: chew, snus, snuff, sticks, strips, orbs.

Your consideration of establishing a smoke-free policy is greatly appreciated.
