President Willis called the hearing to order on Resolution

18-102 A RESOLUTION OF THE

COMMISSIONERS OF QUEENSTOWN TO ANNEX CERTAIN LANDS OF SALTHOUSE

LIMITED LIABIITY COMPNAY AND THE FRANK S. DUIThEY, JR. REAL ESTATE

TRUST DATED NOVEMBER 28, 2000 INTO THE TOWN OF QUEENSTOWN,

CONSISTING OF 200.552 ACRES OF LAND, MORE OR LESS, AND TO PROVIDE FOR

THE TERMS AND CONDITIONS OF THE ANNEXATION.

Ms. Booth informed those present that the hearing was advertised four times as required. Letters were sent to all State and County agencies. There were no written comments received except for those received from Maryland Dept. ofPlanning. There is no rezoning contemplated for the property at this time. The land is not a priority funding area. The Annexation Plan was introduced when the Resolution was introduced. She clarified that no rezoning or development

is contemplated at this time. The Town Plafining Commission considered the annexation at their May 2,2018 meeting and unanimously found it to be consistent with the Comprehensive Plan.

At that meeting, Planning member Perry Stutman suggested the Dudley’s consider setting aside land for a future public safety building and complex, as is included in the Comprehensive Plan.

Mr. Joe Stevens, attorney for the Dudley family, advised the annexation is broken into two separate properties: Dudley North— which is approximately 60 acres and county zoned Suburban residential, and Salthouse Cove (the Dudley home farm) being the remaining land and county zoned Agriculture. This land has been in the Town’s Comprehensive Plan’s since 1997.

The 2017 Comprehensive Plan shifted priorities to north Rt. 301. The family decided to go with property north ofRt. 301. There is no rezoning request or development plans on the table at this time.

Peter Dudley stated that most in town knew his father. He was a big supporter ofthe area, and they wish to continue his legacy. There are no real plans at this time. They feel it was the right time to annex, and the family looks at this as a partnership with the Town.

Comment period opened up for any State representatives present none were present — Comment period opened up for any Queen Anne’s County representative present none were — present.

Comment period opened up to the Public — Lennie Anthony representing Queenstown Vol. Fire Dept advised that their next big

project would be to build a new fire station. Queenstown is one oftwo stations in the facilities where they are currently located. The Dudley property would be the best area to develop. The Fire Dept. would like to see lands set aside in the future for them, or in conjunction with the Town, for a public service area.

Ms. Booth advised that language could be included in the Annexation Agreement regarding a public service area.

Mr. Stevens presented Ms. Booth with exhibits presented during the hearing.

There being no further comments, President Willis motioned to close the hearing. Motion seconded by Commissioner Schuster. Vote: 2-aye, 0-nay Ms. Booth advised that this Resolution is eligible for adoption, but recommends deferring until the Annexation Agreement is modified to include land for the fire department/Town needs.

President Willis called the Public Hearing to order on Ordinance

18-03 AN ORDINANCE OF

THE TOWN OF QUEENSTOWN TO AUTHORIZE THE PURCHASE OF A STRIP OF

LAND OWNED BY SHORE CRISTIAN FELLOWSHIP IN ORDER TO RECONFIGURE

THE PROPERTY LINE BETWEEN THE TOWN’S PROPERTY LOCATED ON OLD

WHARF LANE AND THE ADJACENT PORPERTY LOCATED AT 7401 MAIN STREET,

AM) TO AUTHORIZE THE PRESIDENT OF THE COMMISSIONERS OF

QUEENSTOWNN TO EXECUTE SUCH DEEDS AND PLATS AS ARE NECESSARY TO

EFFECTUATE THE PROPERTY LINE REVISION.

Ms. Booth informed those present that part ofthe Town Park equipment is on the church property. The Town proposed to adjust property lines and submitted a proposal to the church.

After a few counter-proposals and discussions, this proposal is the final outcome. The proposal consists ofpurchasing a 30 fix 268 ft. parcel ofland for $4,000.

There were no comments from the public.

President Willis motioned to close the hearing. Motion seconded by Commissioner Schuster.

PUBLIC WORKS

• Grouting and camera work is completed. Waiting on report from Mobile Dredging and

Video Pipe to determine worst areas needing repair.

• Membrane delivery is scheduled for July with installation starting on July

6th, 10th~

• Mr. Lane Cole, who was present during the camera and grouting work, advised that the

one section between J.C. Warners and Melvin Avenue was not done. Ifdecide to do several sections per year, won’t need to camera the lines again as will have the report to refer to.

• Advised that section ofOld Wharffrom Maryland Ave. to the dead end is in really bad

shape. Clerk recommends having it paved this year; Perhaps consider holding offpaving Charity Lane until next year. Clerk with look at prices for both Second Ave. and Charity Lane and add on Old Wharf. Work to coincide with replacement offire hydrant so road can be patched.

Champion is our current electric supplier and our contract expires in October 2018. President Willis motioned to accept the Champion rate of$ .05648 for a period of36 months ifit’s the lowest received from all vendors. Motion seconded by Commissioner Schuster. Vote: 2-aye, 0-nay.

• PROPOSED ORDINANCE 18-02-AN ORDINANCE OF THE TOWN OF

QUEENSTOWN ADOPTING A GENRAL BUDGET FOR THE FISCAL YEAR

BEGiNNING JULY 1,2018 AND ENDiNG JUNE 30, 2019, AND ESTABLISHING A

TAX RATE OF .1726 PER $100 OF ASSESSED REAL PROPERTY VALUE AND A

TAX RATE OF .44 PER $100 ON ALL COMMERCIAL OR BUSINESS PERSONAL

PROPERTY AND PUBLIC UTILITIES; AND ALSO ADOPTING AN ENTERPRISE

BUDGET FOR THE TOWN’S WATER AND SEWER OPERATIONS

President Willis advised that the Commissioners held a public hearing on June 5,2018 on proposed Ordinance 18-02. There were no public or written comments received.

President Willis motioned to adopt Ordinance 18-02. Motion seconded by Commissioner Schuster. Vote: 2~aye 0-nay NEW BUSINESS No new business to present — ATTORNEY UPDATES Brynja Booth -

• Ms. Booth advised that BRF funds are available for I & I work. The Town would need to

apply in January 2019. She doesn’t’ recommend stopping immediate work on the infiltration problems, but for long term repairs, the Town could use grant funding.

PUBLIC COMMENT

1. Domino’s has a current marketing campaign to repair potholes in cities and towns

across the country and get some promotion at the same time. Cities and towns get nominated, and ifselected, Domino’s provides grants to repair potholes in exchange for having its logo and tagline saying “Oh yes we did” spray painted in chalk on the road next to each repair. Ms. Quynn-Reno advised she nominated Queenstown.

2. A couple ofmeetings ago, Ms. Quynn-Reno requested the Town consider making all

town properties and vehicles smoke-free, and felt it was important to start with the parks. The Commissioners advised that while they could designate the park as smoke-free, they were not ready to make all areas oftown smoke-free at this time.

Ms. Quynn-Reno stated she felt the town was taking a step inthe right direction regarding the parks and noted it’s all about education. She inquired ifthe Commissioners would support a smoke-free yard sale, and they informed herthey would. She noted that the ashtray on the porch was still near the door. She was advised it had been moved, but apparently was moved back.
