Town of Queenstown Planning Gommission Minutes June 6, 2018 A regularly scheduled meeting of the Queenstown Planning Commission was held Wednesday evening June 6, 2018. Present were Philip Snyder- Chair, Town Planner Peter Johnston, Betty White, Loretta Hohmann, Matt Reno- Vice Chair and Town Commissioner - President Tom Willis.

MEETING CALLED TO ORDER

Accordingly, Phil Snyder brought the meeting to order at 7:00 p.m. The following documents were distributed to all members of the Planning Commission that were in attendance:

No guests in attendance Town Commissioners/Town Manager Update o Town commissioner update from Tom Willis (Queenstown Town Commissioner- President) as Town Manager was ill.

o Sidewalks being fixed in town.

o All sewage lines will have a video taken to determine where the leaks are originating from. Once the video of the lines is completed, the repairs will begin with grouting the ceramic pipes.

o A meeting is scheduled with the MDE on June 14,inAnnapolis, the town engineer, town manager and a commissioner will be attending. It is expected to be an informational meeting.

o Sewage treatment plant is running well. Shortly work will begin to replace the membranes that are under warranty and will allow the plant to run at a higher capacity. All lines that need to be repaired will be repaired to be in compliance with MDE. Under direction from town engineer and do whatever is necessary. Then the storage tanks will be removed $1600 to deliver and take away, the cost has been a

rental fee per tank of$35 per day.

o Membranes were damaged in20l7 but it could not be determined who was responsible for the damage. Life expectancy is l0 years. Additional work that needed to be done was to add water lines (needed to hose down membranes), had to erect a barrier for splashing of water from pipe.

o Mr. Tom Willis introduced a budget ordinance, for a hearing at the next Wednesday town Commissioner meeting. An ordinance to address the purchase of additional property for the town park. A portion of the town park was built on a church property in town. The town is currently in contract with the church to finalize the purchase of the property.

o Update on Royal Farms tractor trailer trucks idling issues. There is a significant improvement as the tractor trailer trucks are not sitting and idling and the ordinance seem to be working.

o Annexation- no updates, no time limit for infrastructure to be built, at present, no building can be done.

o Mr. Willis was presented a question from a member of the planning commissioners, once properties (Dudley properties) are annexed, do they pay town taxes? No taxes to town will be paid stated Mr. Willis. Common practice not to tax until property owner is getting services.

o On the Dudley property, the farm house on Rte., 18 will be demolished.

o Steamboat Village, getting ready to build 2more homes.

OLD BUSINESS:

Zoning Ordinance - Review current sign regulations o Mr. Peter Johnson will modiff the Signage Ordinances to include all of our comments. He will provide updates and once they are completed. An email will be sent out for all to review.

o Discussion on the Sign Article Revisions took place.

o To break down the Sign Article Revisions, Mr. Peter Johnson will provide a summary of the signage for residents, town center and highway commercial for clarification of what can be done.

Comprehensive Rezoning - Queenstown Zorung Ordinance o Ongoing discussions Petition for Arurexation - Salt House, LLC, et. al.

o Discussion held in May Town planning meeting

Minutes - May 2,2018 - Motion to approve the minutes by Ms. Betty White were approved as corrected.
