Town of Queenstown Planning Commission Minutqs March 1,2017 A regular meeting of the Queenstown Planning Commission was held on March 1,2017 ffice.

at 7:00 p.m. at the Town Present were Planning Commission members, Al Hardee, Matt Reno, Phil Snyder, and Betty White. Guests present were Peter Johnston, Town Planner, Hogie Schuster, Town Commissioner, and John and Eugenie Fitzgerald.

Al Hardee, Chairman, brought the meeting to order at 7:00 p.m.

Guests'Time: no guest speakers.

NEW BUSINESS

1.

Town Gommissioners Updates:

1.1 Mr. Schuster reported that the final touches are being implemented for the wastewater treatment plant. He mentioned that the fencing will remain but plants will be installed around the neighboring perimeter.

.2Zonlng Ordinance Amendment: The Planning Commission reviewed a proposed ordinance amendment to provide alternative adjacency standards when locating Chesapeake Bay Critical Area GroMh Allocation. After discussion it was moved by Matt Reno, seconded by PhilSnyder That the Planning Commission recommends to the Town Commissionerc, approval of proposed ORDINANCE NO. 17-02, AN ORDINANCE OF THE TOWN OF QUEENSTOWN

TO AMEND SECTION33 OF THE QUEENSTOWN ZONING ORDINANCE TO PROVIDE

ALTERNATIVE ADJACNCY STANDARDS WHEN LOCATING CHESAPEAKE BAY CRITICAL

AREA GROWTH ALLOCATION.

This motion was carried unanimously and a copy of said proposed Ordinance is attached hereto and made a part hereof.

OLD BUSINESS

1. Updated Community Plan: Peter Johnston presented the revised Hearing Draft

Comprehensive Plan 2017 for Queenstown, Maryland, Version 213117 along with a PDF version of the Draft Plan. He also distributed copies of the proposed PowerPoint presentation for the scheduled public hearing on April 13, 2017.

2. Town Planning and Infrastructure - no update

OTHER

1, The Minutes of the Planning Commission meeting held February 1,2017 were reviewed and approved.

2. Medical Cannabis Discussion: Al Hardee distributed to the Planning

Commissioners a memo he had received from the Director of the Department of Planning and Zoning on this subject. The purpose of the memorandum was to update the director about the findings of what other Eastern Shore jurisdictions either have passed, have proposed or are proposing with regards to the growing, processing and dispensing of Medical Cannabis.

The Planning Commissioners then had an informal discussion of what rules the Town of 'Queenstown may want to adopt on this subject. lt raas decided to tableformal discussion until the Commission members have time to read the memorandum and findings and any other information they may ascertain on this subject.

3. The Chairman indicated he will prepare and distribute a calendar for Planning

Commission members' attendance at Town Commissioners meetings for remainder of 2017.

BettyWhite will attend March Town Commissioner meeting.

There being no further business, the meeting adjourned at 7:55 p.m.
