May 4, 2016
A regular meeting of the Queenstown Planning Commission was held on May 4, 2016 at
7:00 p.m. at the Town Office. Present were Planning Commission members Don Regenhardt,
Phil Snyder, Hogie Schuster and Betty White. Guests present were Peter Johnston, Town
Planner, George Palumbo, Town Commissioner, Gene Thomas, Josh Shonts, Pat Sorroco,
Jenny and Graham Walton, John and Eugenie Fitzgerald and Perry Stutman.
Hogie Schuster, Chairman, brought the meeting to order at 7:00 p.m.
NEW BUSINESS
Guests’ Time:
1. 108 Wall Street: Gene Thomas of Centreville, indicated he is interested in purchasing
108 Wall Street to operate a boat propeller repair business. He indicated there may be 3-4
employees and 5-6 trucks visiting daily and all work will be done inside. Peter Johnston will look
into this and advise Mr. Thomas accordingly.
2. 500 Del Rhodes Avenue: Josh Shonts then addressed the Planning Commission with
a request for a zoning certificate to operate a food truck/catering van at 500 Del Rhodes Avenue.
After detailed discussion, it was moved by Phil Snyder, seconded by Betty White, that the
zoning certificate be issued for a period of one (1) year to Mr. Shonts’ business.
This motion was carried unanimously. Hogie Schuster will advise the Town Clerk of this motion.
3. 130 Old Wharf Lane: Jenny Walton addressed the Planning Commission for
guidance on turning their existing garage into a mother-in-law living quarters. It was
determined that the garage is outside the critical area and the application for special
exception could be brought to the Planning Commission for approval and then sent
with an approval recommendation to the Board of Appeals.
4. Pat Sorroco, homeowner adjacent to the WWTP, again addressed the Planning
Commission for suggestions/assistance in getting the new unsightly barbed wire fence
removed and replaced with something more appealing. After detailed discussion, the
Planning Commissioners agreed to make a site visit to the property and formulate a
recommendation for action to the Town Commissioners.
Town Commissioners Updates -
1. George Palumbo indicated that the Commissioners had recently approved the
construction of a new maintenance building and paving the road to the WWTP.
2. He also indicated that he had met with Peter Dudley recently regarding possible
annexation of Dudley North and South. After discussion, Mr. Johnston indicated there is
really no need for annexation of Dudley South at this time.

OLD BUSINESS
1. Pending requests and permits - none
2. Responses to the MDP comments – none
3. Community Plan Update – Mr. Johnston presented the Planning Commissioners
with Draft 2016 Comprehensive Plan, Version 5-3-16, Sections1 through 4. He asked the
Commissioners to review and comment.
4. Annual Report – the proposed Annual Report was presented by Mr. Johnston. The
final copy will be submitted to the Town Commissioners for approval.
5. Resolution PC 16-001 and Cohee Application: To be discussed at PC workshop on
May 23, 2016 at 7:00 p.m.
6. Town Planning and Infrastructure
(a)Town Park at WWTP – no updates.
Other:
Perry Stutman addressed the Planning Commission on the passing of Maureen
Waterman, a key figure in Queenstown and Queen Anne’s County. All were in agreement that
Mr. Waterman’s contributions/input will be missed by all.
The Minutes of the Planning Commission meeting held March 2, 2016 were reviewed
and approved.
There being no further business, the meeting adjourned at 8:35 p.m.
