The Planning Commission met March 2, 2016 with Chair Hogie Schuster and members Phil Snyder and Betty White; Town Planner Peter Johnston and Town Commissioner George Palumbo attended along with guests Rachel and Pat Sorraco. Pat Sorraco complained that the new wastewater treatment plant fence next to his property looks like a "prison" fence, may lower his property value, and is too close to his garage; Commissioner Palumbo said the Town Commissioners are still reviewing final plant finishes and will address the concern. The commission reviewed a special exception B&B application from Linda T. Vasbinder (Stillwater Bed and Breakfast) and unanimously voted to forward it to the Queenstown Board of Zoning Appeals with a recommendation of approval (motion by Phil Snyder, seconded by Betty White). The application for 500 Del Rhodes Avenue (Majid Hussain, dba Sahi Petroleum Marketing) was tabled for lack of representation and the clerk was to request a site plan, signage and parking plans, and a clearer list of planned uses. The commission approved revised Resolution 16-001 to be forwarded to the Town Commissioners, set a workshop to review an updated Community Plan (Mr. Johnston to send the draft), directed Mr. Johnston to prepare the Annual Report due July 1, 2016, approved the February 3 minutes, tabled the February 16 workshop minutes for lack of quorum, and adjourned at 8:15 p.m.; demolition of the old wastewater plant is in process and the new plant is operational and being monitored.

Town of Queenstown Planning Commission Minutes March 2, 2016 A regular meeting of the Queenstown Planning Commission was held on March 2, 2016 at 7:00 p.m. at the Town Office. Present were Planning Commission members, Phil Snyder, Hogie Schuster and Betty White. Guests present were Peter Johnston, Town Planner, George Plumbo, Town Commissioner and Rachel and Pat Sorraco... Hogie Schuster, Chairman, brought the meeting to order at 7:00 p.m. NEW BUSINESS Guests’ Time: 1. Pat Sorraco, an adjacent property owner to the new wastewater treatment plant, addressed the Planning Commission about his disappointment with the new fence that abuts his property. He described it as a “prison” fence that probably devalues his property. He also addressed the placement of the fence because it is so close to his garage building. George Palumbo indicated that the Town Commissioners are still reviewing the final wastewater treatment plant finishes and will bring these concerns to the Town Commissioners’ attention. 2. Town Commissioners Updates a. Wastewater Treatment Plant: George Palumbo indicated that demolition of the old plant is in process. The new plant is up and running and still being monitored. 3. Linda Vasbinder B&B Application. The Planning commission reviewed Ms. Vasbinder’s application for a special exception to allow a B&B in the R-1 Zone. After discussion, it was moved by Phil Snyder, seconded by Betty White, that the Planning Commission recommends that the application of Linda T. Vasbinder, dba Stillwater Bed and Breakfast, be forwarded to the Queenstown Board of Zoning Appeals for approval. This motion was carried unanimously. 4. 500 Del Rhodes Avenue, Majid Hussain, dba Sahi Petroleum Marketing: Since there were no representatives for the applicant, this matter was tabled. The Planning Commission will instruct the Town Clerk to advise the applicant to provide a site plan, signage and parking plans, together with a more definitive outline of the planned uses for the property. OLD BUSINESS 1. Revised Resolution 16-001: Mr. Johnston presented the proposed revised Queenstown Planning Commission Resolution 16-001 which reflects the revisions approved the special meeting of the Planning Commission held February 16, 2016. After further discussion, it was moved by Phil Snyder, seconded by Betty White, that Queenstown Planning Commission Resolution 16-001 be approved as revised and then forwarded to the Town Commissioners. The motion was carried unanimously and said Resolution shall be included herein as part of the Minutes Package. . 2. Updated Community Plan: Peter Johnson suggested that a Planning Commission workshop be held to review and discuss the proposed revised Community Plan. He will send out the draft document for review and any suggestions and/or comments the Planning Commissioners may have should be forwarded to Mr. Johnston for inclusion in the proposed document for discussion. 3. Town Planning and Infrastructure – no update 4. Pending Requests and Permits a. Town Park at WWTP – no updates Other: Annual Report: Peter Johnson advised the Planning Commission that the Annual Report is due on July 1, 2016. The Planning Commission directed Mr. Johnston to prepare the report as required. The Minutes of the Planning Commission meeting held February 3, 2016 were reviewed and approved. The Minutes of the February 16, 2016 workshop meeting were tabled for lack of quorum. There being no further business, the meeting adjourned at 8:15 p.m. Respectfully submitted, Betty White Secretary
