Queenstown Planning Commission December 6, 2023 Present: Matt Reno, Mike Bowell, Geneva Thrasher-Rieu, Town Planner Peter Johnston. Amy Moore, Town Managero attended via Zoom.

Meeting called to Order at 7:00 pm Guests:

Tom Chandler - Pastor, Shore Christian Fellowship Church, Peter Grim - Executive Directoro Haven Ministries, Greg Torchio - Architecto Torchio Architects and Mary Jourdak - Director of Shelter Administration, Haven Ministries were present to discuss expanding shelter operations beyond Oct-April to the Shore Christian Fellowship property; does not accept federal fuirding, can provide strict guidelines, must call hotlineo be assessed and vetted

by intake; all potential residents are breathalyzed and drug tested upon enfiry, police cannot drop ofi must go to ER first to be cleared; decisions tabled to January 3rd meeting for larger group and attomey;

Barry Waterman: Discussion of DRRA' fees that will be paid by developer to Town; Needs to be on January agenda for findings and final decision with all members present with attorney.

Peter Robertson: going to board of appeals, hearing - Work at docks complete with exception of parking spot painting.

- New soccer goals for park - MDE- lead service line inventory due by end of 2024, engineering work estimate $200,000, will be put out to bid,50yo loan forgiveness from MDE.

- Survey of channel almost complete, waiting for sampling results for report to commissioners - Commissioners honored Kayden Keenan as Volunteer of the year for Eagle Scout Project - House Bill 90- requires furthering fair housing, no current actions needed until update of Comprehensive Plan - Tree Lighting Ceremony- Friday at 6 pm Town

Matt requested extra millings in parking spots close to creek because of turf.

Oueenstown Corridor Management Plan: no update Recreational Cannabis Regulations: review of November's discussion; Mike Bowell motioned to permit cannabis enterprise uses, except on-site consumption businesses, in the HC, RC and I districts, and commercial areas in an approved RPC overlay district subject to the following conditions:

A. Any proposed development site is located south of US 301 B.

The enterprise is licensed by the State of Maryland C. No enterprise may be located within 500 ft. of a pre-existing school, licensed childcare center, family childcare home or playground, recreation center, library or Park.

Geneva Thrasher-Rieu seconded with no additional discussion, no opposition.

The Town Manager will forward the recommendation to the Town Commissioners.

New Business:

November minutes: tabled until January meeting.

Peter Johnston reported he received a call from Tom Davis, wants to meet with Golf Course, discuss new plans.

Mike Bowell motioned to adjourn the meeting at 8:27 p.h., seconded by Geneva Thrasher-Rieu, all in favor.
