Queenstown Planning Commission October 4,2023 Called to order at 7:00 pm Present: Phil Snyder, Mike Bowell, Matt Reno, Paul Cain, and Peter Johnston, Town Planner.
Virtual: Amy Moore, Town Manager and member Geneva Thrasher-Rieu Guests:
Barry Waterman and Kevin Shearen, Wheatlands: prelim plan submitted June 2022,looking for overall approval of subdivision to move forward with engineering, right of way dedication along rt 50, state highway exchanged for unused land to a lot for 5th commercial lot; parcel 48, parcel 36; engineering plans under review, pump station to water Lines under review by MDE; 120 single family lot,T6townhome loto I acre town lot; maintained an open lot/RV lot (separate from
town lot), DRRA (for lot and shore buffer)as it stands town would have an option for 5 years to take ownership; sewer will be routed to new pump station, initial water line will be from outlets, subsequent will require additional water line; site lighting, leased from Delmarva in DRRA, style and height up for discussion; Landscape plan, mix of greenery native plants, a couple open areas with park(half an acre), fenced in dog park on north side, west aide 314 acre open lot; pedestrian
flow, buffer through trail, surface not yet determined;
Matt Reno motioned to grant final approval to the plat of major subdivision subject to the following conditions: l) the applicant satisfactorily addresses the comments on the plat of the major subdivision and construction drawings cited by Town Planner and those of the consulting engineer;2) the applicant executes and public works agreement as required by the Town Commissioners; 3) the applicant posts any bond with surety, an irrevocable letter of credit, or
any other form of acceptable security required by the Town Commissioners to secure the construction of the required improvements and post all required documents; and 4) a Developers Rights and Responsibilities Agreement is executed with the Town Commissioners. -call from Dave Mcglashan: talks with Dudley about purchasing land across 301 by new water tower for new facility -Commissioners approved quote by H&H for small pier at marina -Plumbinglpaving at docks complete by Novenrber -Caden Curian: eagle scout project, life saving stations at ramp and docks, will pay for new regulation signs at docks and park, raised $7000 for project, most materials donated, left money
