The Planning Commission met October 4, 2023 with Commissioners Phil Snyder, Mike Bowell, Matt Reno, Paul Cain, Town Planner Peter Johnston, Town Manager Amy Moore (virtual) and member Geneva Thrasher-Rieu. The commission reviewed the Wheatlands subdivision (prelim plan from June 2022) and granted final approval of the major subdivision plat subject to four conditions: address planner and engineer comments, execute a public works agreement with the Town Commissioners, post required securities/bond or letter of credit, and execute a Developers Rights and Responsibilities Agreement. Discussion of Wheatlands included engineering and MDE review of a pump station and water lines, right-of-way dedication along Route 50, creation of a fifth commercial lot, 120 single-family lots plus townhomes, site lighting, landscaping, open space/park and an RV/open lot, and sewer routed to a new pump station. Town Manager updates noted talks about purchasing land near the new water tower, approval of an H&H quote for a small marina pier, dock plumbing/paving to be completed by November, and an Eagle Scout project that raised $7,000 for life-saving stations and signs at ramps and docks. The commission also discussed Corridor Management Plan signage and branding, tasked Peter Johnston to draft recreational cannabis regulations for the next meeting, approved the September 6 minutes, and adjourned at 8:11 pm.

Queenstown Planning Commission October 4,2023 Called to order at 7:00 pm Present: Phil Snyder, Mike Bowell, Matt Reno, Paul Cain, and Peter Johnston, Town Planner. Virtual: Amy Moore, Town Manager and member Geneva Thrasher-Rieu Guests: Barry Waterman and Kevin Shearen, Wheatlands: prelim plan submitted June 2022,looking for overall approval of subdivision to move forward with engineering, right of way dedication along rt 50, state highway exchanged for unused land to a lot for 5th commercial lot; parcel 48, parcel 36; engineering plans under review, pump station to water Lines under review by MDE; 120 single family lot,T6townhome loto I acre town lot; maintained an open lot/RV lot (separate from town lot), DRRA (for lot and shore buffer)as it stands town would have an option for 5 years to take ownership; sewer will be routed to new pump station, initial water line will be from outlets, subsequent will require additional water line; site lighting, leased from Delmarva in DRRA, style and height up for discussion; Landscape plan, mix of greenery native plants, a couple open areas with park(half an acre), fenced in dog park on north side, west aide 314 acre open lot; pedestrian flow, buffer through trail, surface not yet determined; Matt Reno motioned to grant final approval to the plat of major subdivision subject to the following conditions: l) the applicant satisfactorily addresses the comments on the plat of the major subdivision and construction drawings cited by Town Planner and those of the consulting engineer;2) the applicant executes and public works agreement as required by the Town Commissioners; 3) the applicant posts any bond with surety, an irrevocable letter of credit, or any other form of acceptable security required by the Town Commissioners to secure the construction of the required improvements and post all required documents; and 4) a Developers Rights and Responsibilities Agreement is executed with the Town Commissioners.
