The Town of Queenstown Planning Board met via Zoom on Jan 13, 2021; the meeting was called to order by Phil Snyder and included Board members, the Town Planner, Town Attorney, and Town Manager. The Board voted to reschedule its next meeting to Feb 10, 2021 and to extend the public comment period for a pending public hearing to 5:00 PM on Feb 5, 2021. A public hearing was held on Resolution 20-108, which recommends Planned Development Master Plan approval for the Wheatlands project submitted by the Waterman Family Limited Partnership; the resolution was read into the record and speakers reviewed prior approvals, planting of trees, the concept plan, commercial components, and design guidelines. The Miles/Wye Riverkeeper (Elle Bassett) submitted written comments and spoke, requesting consideration of permeable (enviro) pavers to reduce impervious surface and traffic calming at the Route 18 entrance; the hearing record was left open until Feb 5 and the hearing closed at 7:42 PM. At the regular Planning Board meeting (called to order at 1:45 PM) there were no public comments, the Town Manager reported three applications for a Board vacancy and scheduled interviews for Jan 20, 2021, and staff reviewed and exchanged revisions to the Wheatlands Design Guidelines.

TOWN OF QUEENSTOWN Planning Board Meeting Minutes Jan13.202l Call to order The regularly schedules meeting of the Town of Queenstown Planning Board was called to order at 7:06pm. by Phil Snyder, Pres. The meeting was held via ZOOM, meeting id number:83277289872. The Planning Board members in attendance were Matt, Paul, Mike and Peter Johnson, Town Planner. Lyndsey Ryan, Town Attomey and Amy Moore Town Manager were in attendance. The town attorney requested that the next meeting of the Planning Board be schedule for Feb 10.2021and that the open comment period for the public hearing be extended to 5 pm on FebS; 2021. A motion was made by Matt Reno, seconded by Mike Bowell to change the Planning Board meeting to Feb 10, 2l2landPublic Comment period to Feb 5,2021. The Motion passed. Call to Order: 7:00 PM PTJBLIC HEARING CALLED TO ORDER TO CONSIDER RESOLUTION 20. 108 titled: " A RESOLUTION OF THE QUEENSTOWN PLAI\NING BOARI) RECOMMENDING PLANNED DEVELOPMENT MASTER PLANAPPROVL OFTHE MASTER DEVELOPMENT PLAN FOR WHEATLANDS SUBMITTED BY THE WATERMAN FAMILY LIMITEDPARTNERSHIP ON OCTOBER 21,2020 AltD APPROVAL OF THE WHEATLAI\DS CONCEPTUAL SITE PLAI\ ANI) ARCHITECTT'RAL GUIDELINES." Lyndsey opened the Public Hearing and acknowledged the guests on zoom and established the process that would allow each person to speak, if they wished to, at the end of the presentation. The Town manger acknowledged that written comment had been received from Elle Bassett Miles- Wye River Keeper (copies had been forwarded to the Planning Board and are available for public review). The town Attorney read resolution 20-108 into the record. The meeting was opened for Public comment Joe Stephens, Stevens Palmer, LLC reviewed the legal findings related to the Waterman Family Limited partnership LLC. Barry Waterman, principal Waterman Family Limited Partnership LLC reviewed the multiple steps for critical area approval, archeological review, State Highway review, Queens Anne county review leading to the annexation of the property in 2014. He established the over 100 trees had been planted to enhance the buffer and now had substantial caliper. He reviewed the current Concept Plan and provided photos and architectural drawing of the planned development. He reviewed the commercial component for the Plan and outlined the Design Guidelines. Peter Johnson, Town Planner discussed the Design Guidelines and their consistency with Queenstown zoning, and current building codes. Lyndsey asked each person on zoom if they had any comment. Each person as called declined. Elle Bassett, Miles-Wye River Keepers spoke about two points on the design guidelines: the request for Miles- Wye River Keepers that the impervious surface would be improved if enviro pavers were considered as an alternative use to hard scape on the driveways and rear parking area at the townhouses and if consideration could be made to the RTE l8 entrance to slow traffic. There record will remain open for additional public comment until 5 pm Feb 5 ,2021.
