The Queenstown Planning Commission met on August 6, 2025 (6:01–6:51 pm) with commissioners, the Town Planner, and Town Manager present; there were no guests or public comments. Town Manager updates reported the lowest bid for a water storage and infrastructure project at $8.2 million and a proposal to the USDA that would have Wheatlands developers cover about $4 million of work; other updates covered Main Street lot feasibility and easements, state-approved creek dredging ($1.5 million), failing membranes at the treatment plant (out of warranty, permeability dropped to 4), and adoption of the QAC multi-jurisdictional hazard plan for FEMA eligibility. In new business the commission agreed to research accessory dwelling unit styles in response to MD SB 891 and unanimously approved a motion to suggest zoning text revisions to accommodate the Maryland Brighter Tomorrow Act; the July 2, 2025 minutes were also approved as written.

Zoom: none Call to order: 6:01 pm Guests: none scheduled Public Comment: none Town Manager Updates: l. Bids for water storage and infrastructure project received; lowest bid $8.2 million. Commissioners believe it is in the towns best interest to allow developers of Wheatlands to cover portions of their project at cost of approx. $4 million...proposal to USDA sent. 2. Main St property: concerns about feasibility of town purchasing lot due to other landowners not willing to provide easements; discussion of options and use of lot 3. MD General Assembly approved dredging in the creek ($1.S mil) 4. Membranes at plant failing again, looking into alternative models, no longer under warranty, permeability has dropped down to 4 within the last year 5. Adopted QAC multi-jurisdictionalhazard plan at July meeting, eligible for FEMA in the event of a disaster Old Business: Amy Moore contacted SHA about right-of-way's, easements to the ditch line, would need to look at specific maps New Business: l. A. MD SB 891: objective to increase housing and affordable housing stock; statutory limit on review process, disallows any special review process outside of typical accessory dwelling unit; members to research styles ofADUS 2. MD Brighter Tomorrow Act: review is strictly administrative, still prohibits solar panels stand alone in yards; need recommendation for commissioners; Motion: Mike Bowell motion suggesting zoning text revisions to accommodate SB; second Sue Donaldson; no oppose. 3.
