Queenstown Planning Minutes August 3,2022 Present: Phil Snyder, Matt Reno, Mike Bowell, Paul Cain, Geneva Rieu, Peter Johnston, Town Planner, and Amy Moore, Town Manager Chairman Snyder called meeting to order at7 pm Guests:

Don Wilson (Lacrosse Homes)- superintendent, working on plans for parking, suggested extra signage to avoid parking on street, also need space for vehicles to pull in and back out;

discussion of location of sidewalks as part of parking issues; suggested to provide a letter in notices to tenant via mail; motion from Matt Reno for the record that PC is waiving standard parking regs to accommodate and alleviate parking issues, Phil Snyder second, no oppose;

Tiffani Boone: to discuss plans for 7109 Main St; health/wellness/trolistic/meditation/art studio;

non-residential, all commercial; need site plan, need to evaluate parking situation;

Public Comment:

Joe Kelkowski (Aker Rd): concems with Kevin Dey's property, wants property to look nice, curb and gutter;

Bryce Rieu: hopscotch lines missing at park Town Manager Commissioners held hearing on7l27/22 and adopted Ordinances22-01thra22-}4,which adopted the202l edition of the International Building Code as modified by Maryland Building Performance Standards,the202l International Energy Conservation Code, the202l International Existing Building Code, and the 2021International Residential Code for one and two family dwellings. They also adopted 22-05- allowing boats with keils on blocks with

limitations Federal Channel Dredging- meeting with DNR 8/3, previously awarded a $100,000 grant, Project with County for additional funding in amount of $1,000,0000 was not approved by Senate appropriation committee. Will reapply for FY 24 finding.

Met with Critical Area, Lex Birney, and John Anderes regarding Critical Area Amendment at Golf Course, must request critical growth allocation.

Geneva Rieu was reappointed to Commission, term ends September 30,2027.

Commissioner's requested heads up before PC uses Peter for billable hours.

1. Wheatland's: Build American, Buy America (USDA) requires all supplies

boughVmanufactured in USA, need revised specs, cost of new tower has more than doubled, over $7 million; proceeding with requesting bids; proceed with ground water appropriation permit, enough water currently for commercial properties; discussion of parbrering with fire department to explore additional grants or funding sources 2.Boatlanding/Parking Improvonents: ramp is complete,looking into some type of floating

dock/structure; direct complaints to Town Office; might need2 or 3 pilings,6by 30 feet, $8600, does not include pilings;

3. Commercial/Oversized Parking: discussion of definition of non-commercial business vehicle;

discussion of no parking rules on Melvin Ave; revisions to definitions needed
