MINUTES

QUEENSTOWN PLANNING COMMISSION

June 2,2021 7:00 p.m.

Meeting called to order at7:02 p.m. Phil Snyder, Chairman.

In attendance: Paul Cain, Geneva Rieu, Amy Moore, Mike Bowell, Phil Snyder, Matt Reno, and Peter Johnston.

PUBLIC HEARING _

TOW]\ MANAGER UPDATES

- Filed an application with DNR re: speed limit in creek and dredging of the channel, creek will be monitored over the summer, impact study and reasonable altematives; public comment, suggestions then submitted - Commissioner's appointed Harold Veasel as p/t Code Enforcement Officer to assist with enforcing zoning and property maintenance codes. As he is a f/t County employee, he had to pass through County ethics commission

- Commissioner's adopted resolution to create a harbor master position; Matt Reno has been appointed to that position - 1", 2nd Ave dredging proposal has been submitted, hope to have bids by the end of the month - ltt, 2nd Ave pier improvements, request to add finger piers for 5 additional slips was denied. We were advised that requests to place structures in a federal channel require that the channel be formally decommissioned through Congress before structures can be

authorized there. Would need to go through Corps Navigation Branch (lengthy and diffrcult process), plan will need to be revised to remove addition; permit for ramp to be approved soon;

- Clearance from MDE for new test well for new water tower; land was purchased from Mr. Dudley;

OLD BUSINESS:

1. Trails Master Plan (final draft -version 5-28-21):Matt Reno motion to submitfinal drafi

to commissioner's, second Paul Cain, no oppose; movingforward develop partnerships with local gov't, running groups, social groups to grow support 2.

Zoning Ordinance and Critical Area Amendments; see above 3.

Wheatland's - Waterman Family Limited Partnership: working onwater/sewer capacity for development and Town;

4. Sorenson - Site and Water Quality Management Plan - lI2 Charity Lane Matt Reno and

Geneva Rieu will visit site and inspect for completion 5.

Boat landing and parking area improvements: waiting onfinal permit; parking at landing seems to be under control, 27 permits have been issued;

Discuss setting material standards for fences: Steamboat Village, complaints of high grass, makeshift fences being erected, conducted walk through with Lacrosse Homes; text recommendations will be sent out; discussion of statement "at discretion of zoning administrator", discnssion of "chain link" fencingfor front yard, special exceptions;

Peter will send out amendments for discussion at next meeting

NEW BUSINESS

I. Community Parks and Playground Program Grant Funding FY2023: FY2022 grant denied; accepting applications, will enhance and resubmit;
