This document are the minutes of the Queenstown Planning Commission meeting on April 7, 2021. Commissioners updated and approved changes to the boat slip rental agreement (30-day hold if owner no longer owns a boat; 30-day permitted transfer with permission; auto-terminate if unoccupied nine months; half rent due Jan 31 and remainder due May 31; wait list maintained) and are developing Harbor Master duties. The town received a dredging permit from the Army Corps of Engineers and DNR approval for dock improvements; bids/materials will be put out for work and a $25 boat ramp fee was adopted. Old business included finalizing the Trails Master Plan, a master plan amendment for Wheatland’s/Waterman Family Limited Partnership with subdivision submission likely by fall and discussion of a water tower contribution, completion of stormwater work for the Sorenson Site and Water Quality Management Plan at 1/2 Charity Lane, and planned landing/parking improvements paid for directly by the town; new business set review of zoning ordinance and Critical Area amendments for the next meeting and a conditional approval motion for the Dudley subdivision pending Critical Area review. Minutes from March 3 were accepted and the meeting adjourned at 7:40 p.m.

MEETING CALLED TO ORDER IN ATTENDANCE: Geneva Rieu; Peter Johnston; Mike Bowell; Aaron Horney; Paul Cain; and Matt Reno GUESTS: None PUBLIC COMMENT: None TOWN MANAGER UPDATES 1. Commissioner's made changes boat slip rental agreement, Harbor Master position, list of duties being developed; Changes: should a renter no longer own a boat, can keep slip for 30 days; renter may permit their agreement to another individual with permission for 30 days; if slip is unoccupied for 9 months or more of an agreement, auto terminate; half rent be paid by January 3 l, remainder paid by May 31; maintaining wait list 2. Dredging permit received from Army Corps of Engineers; approval from DNR on dock improvements; MP/bids will be put out for work 3. Commissioners Resolution passed for boat ramp fee of $25 4. Commissioner's approved annual report, submitted to Dept of Planning 5. Next Commissioner's meeting: plan to adopt new building codes 6. Town sending out letters for property/lawn maintenance violations OLD BUSINESS: l. Trails Master Plan: Matt and Peter to review comments on plan to finalize "final draft" 2. Wheatland's - Waterman Family Limited Partnership: Commissioner's approved amendment to master plan at last meeting, next step is to submit subdivision, likely by fall; still looking for contributions from Barry Waterman for water tower; reminder of town access 3. Sorenson - Site and Water Quality Management Plan - lI2 Charity Lane: storm water management is connected/completed; town welcome to come look at property; 4. Boat landing and parking area improvements: permit $25; improvements will not be put out for bid, town will purchase supplies and pay for work, millings from docks will be moved to ramp lot; 8 folks donated for traffic stops 5. Community Parks and Playground Program Grant Funding FY202I: no update NEW BUSINESS 1.
