Queenstown Planning Meeting April 6,2022 Minutes Called to order at 7:00 pm by Phil Snyder, Chairman In attendance were Phil Snyder, Chairman; Matt Reno, Vice-Chair; Geneva Thrasher-Rieu, Secretary; Mike Bowell, member; Peter Johnston, Planner; and Amy Moore, Town Manager
GUESTS:
o Mr. Lex Bimey- Queenstown Harbor Golf Course: request to amend LDA boundary to accommodate current planning on property -Motion to approve growth allocation: Matt - No oppose o Mr. Owen Bailey- Eastern Shore Land Conservatory: trails workshop April 28, reps from ES to talk about vision for regional development of trails plan using preserved land;
Trails workshop April 28 l0-3, lunch provided.
o Mr. Tom Davis- Kevin Dey property for Lacrosse Homes: request for relief on parking minimums; Mike Bowell motioned for preliminary site approval, 2nd Matt Reno, no oppose, Geneva abstained. A letter will be sent informing of decision. It is also noted that should the use of the three garage bays change, the owner will be required to come back to the Planning Commission and request a change of use.

TOWN MANAGER UPDATES:
o Having issues with membranes at the plant, I train malfunctioning; 65,000 gallons of sewage sitting unprocessed, Easton will take however town must coordinate emergency haul permits; there is sufficient capacity for Wheatland's, however, with the conditions of the membranes today, there is concem the plant would not be able to handle any additional development without being upgraded; Town Commissioners will be having the
mernbranes replaced ASAP with like membranes, but will begin looking into future replacement with another type and manufacfurer.
o Inquiry for sales of fireworks in town over summer for 4th of July in the outlets parking lot; use permit will be required, will need concrete start/end dates and the fire marshal should also review.
o 219 Steamboat Ave: Peter Wierenga looking to purchase a portion of the back property at 7l l6 Second Ave. and add to his propery. He has inquired what he would need to do.
Per Peter Johnston, it would be an administrative subdivision and Mr. Wierenga would need to submit application per the ordinance.
Comegys Lane parking issue: In response to inquiry at the last meeting, the town owns the road to the Potter property. People are parking in the dead-end area, but at this time it is not impeding any traffic. Should any future concems arise, the Commissioners will address at that time.
o Comegys Lane - Open space owned by town, dead trees falling onto private property o Contacted Fire Marshal regarding ladder attached to apartment building on Steamboat & Maryland Ave, unsafe to use in any event, not an approved egress. Office will notifu property owner.
Commissioner's scheduled a Town Hall meeting for April 20th. Would like Planning Commission representation there as in past. Ms. Moore did note that there was a possibility it would be cancelled due to some scheduling conflicts, but would let the Commission know.
OLD BUSINESS:
o Wheatlands - DRRA discussions to begin o Work scheduled to begin this month on the boat ramp improvements o No response to grant application for FY 2023 Community Parks and Playground Program grant funding o Tower branding - Matt Reno asked for the costs associated with putting lettering on the water tower.
o Commercial & oversized vehicle parking - Matt Reno previously sent information from the City of Bowie, where he is employed, as a basis for comparing our current ordinance and enhancing it as needed.
o Critical Area updates and Forest Conservation Act statutory changes - no updates
NEW BUSINESS:
o Preliminary site plan approved for the office buildingigarage proposed by Lacrosse Homes (see above) o Matt Reno motioned to approve the March 2,2022 minutes as presented. Motion seconded by Mike Bowell. All in favor.
There being no further business before the Commission, Mike Bowell motioned to adjourn the meeting at9:19 p.m. Motion seconded by Matt Reno. All in favor.
