Queenstown Planning Commission March 612024 Members Present: Matt Reno, Phil Snyder, and Mike Bowell Present viaZoom: Members Geneva Thrasher-Rieu and Paul Cain, Amy Moore, Town Manager and Peter Johnston, Town Planner.

o Cory Walters: was in previously regarding acquired piece of land behind his house, town has copy of permit and plans for drivewa/, eventually wants to build a pole building;

IDA, no limitation in impervious surface, just offset requirement; l0% pollution reduction act; requested drawing to scale and final plat revision; advise to Town to approve pending submission of additional drawitrgs, Peter Johnston will provide offsets and requirements once final plat provided, no oppose o Peter Dey - 132 MelvinAve: exploring putting a fence up to help contain dog; concern about affordability of following zoning; town will provide regulations and application for

building.

Public Comment: none Town Manager Updates:

l. Amy Moore attended MDOT grants workshop, several grants available for trails, discretionary grants (3: safe streets for all, reconnecting communities and neighborhoods, active transportation infrastructure program); recreational trails program (80120 grant), Kim Lamphere Trails Program

2. Spoke withAl Hardee as HOApresident, regarding extending sidewalk to golf course, Mr.

Hardee discussed with board, requesting more information, concerned with liability, per Ms.

Moore, maybe would consider selling to town; concerned about coverage vs size of property

3. Rebecca Clark, QAC Economic Development: discuss vision of town, wants meeting with

town and state officials, April 9 at 3 pm, PC invited to participate

4. Comcast replacing green boxes with flush ground mounts; Talkie working on their permit;

questions about reseeding, will be back

5. Town must complete lead water service inventory, due October, awarded funded $215,000 in

loan/forgiveness, bid $205,900

6. USDA approved plans for water storage tank project, waiting on final easements, bid for

construction should be out soon Old Business:

l. Wheatlands: a fewmore revisions made; pre-construction meeting 3/6to discuss removal of ffees 2.HavenMinistries Shelter (proposed): commissioners not in favor of amending regulations, discussed with Haven Ministries, came back with proposal for "day center", this still falls under discussion of accessory use, Matt Reno motion to disagree with accessory use, second Paul Cain;

Vote 4-l (in favor: Paul Cain, Matt Reno, Geneva Thrasher-Rieu, Phil Snyder; oppose: Mike Bowell). Matt Reno motion to recommend town commissioners amend ordinance to permit as a special exception; second Paul Cain; all in favor

4. Recreational Cannabis Regulation: Amy Moore spoke with Centreville, $20k a year in taxes,
