The Queenstown Planning Commission met February 7, 2024 with members and staff present (Phil Snyder, Matt Reno, Mike Bowell, Paul Cain, Geneva Thrasher-Rieu, Town Planner Peter Johnston; Town Manager Amy Moore attended via Zoom). The Commission voted unanimously to recommend that Town Commissioners permit shelter facilities operated in association with religious organizations as a special exception (motion by Matt Reno, second Paul Cain); Peter Johnston also suggested zoning text amendments to require a public hearing. Other business: Kevin Shearon reported no issues with proposed engineering changes to sidewalks, gutter pans, intersection radii, and curves; Commissioners agreed to amend the DRRA as written; MDE issued a permit for a small pier at the boat ramp with work planned for spring; the golf course has inquired about running charters from the Lady Helen dock (would require a zoning amendment); Commissioners asked the Planning Commission to reconsider permitted locations for recreational cannabis and requested interested parties bring business plans; residents raised concerns about the greenhouse on Main Street; January 10 minutes were approved and the meeting adjourned at 8:06 pm.

Queenstown Planning Commission February 7,2024 Minutes Meeting called to order 7:00 pm Present: Phil Snyder, Matt Reno, Mike Bowell, Paul Cain, Geneva Thrasher-Rieu, and Town Planner Peter Johnston. Town Manager Amy Moore attended via Zoom. Guests: Peter Grimm: Haven Ministries; discussion of current status, does not require public hearingl no final MOU; Peter Johnston suggested text amendments to zoning ordinance to require a public hearing; Matt Reno motioned the Planning Commission make a recommendation to Commissioners to permit shelter facilities in association with religious orgarization as a special exception, Paul Cain second, all in favor, no oppose. Kevin Shearon: Reviewed changes made per Peter Johnstons comments. Item l, sidewalk: no issue with proposed changes Item 2, gatter pan: no issue with proposed changes Item 3, radius intersections: no issue to proposed changes Item 4,honzontal curve: no issue to proposed changes Item 5, vertical curves: no issue to proposed changes. Public Comment: Jim Knight - happy about the recommendation to be sent to Commissioners to amend zoning ordinance as will allow public comment on Haven Ministries; asked about funds to QVFD from Wheatland's and was advised that it would be specified in the DRRA. Town Manager Update: Commissioners agreed to amend the DRRA as written, took recommendations from PC. MDE: issued permit to put small pier at boat ramp, contractor lined up, to be completed in the spring. Golf Course approached about potentially running charters from dock on the Lady Helen, PC would need to recommend zoning amendment. More information to come when golf course is ready. Old Business: Corridor Management Plan: no contact with owner of service station Recreational Cannabis regulations: commissioners requesting PC reconsider permitted locations, recommendations for zoning; suggest any interested parties come to Planning Commission with more information and business plans and the town do research on anticipated impact on the community/infr astrucfure. Residents questioning the condition of the green house on Main Street Minutes: Paul Cain motioned to approve the minutes from January 10,2024, Matt Reno second, no further discussion, no oppose There being no further business before the Commision, Geneva Thrasher-Rieu motioned to adjourn the meeting at 8:06 pm, Mike Bowell second, no oppose.
