The Queenstown Planning Commission met December 4, 2019; Chair Phil Snyder called the meeting to order and the commission members reviewed distributed documents including the agenda, town manager update, prior minutes, and a letter from Queenstown Bank about an LED sign. For old business they discussed a Trails Master Plan inventory and decided to delay full data gathering until January 2020 or spring, scheduling a Saturday huddle to plan the survey; they noted the town plan would be municipal-only initially and could be presented to the county for connections and economic benefits. The commission reviewed a request from Queenstown Bank to install a repurposed LED sign and reached consensus not to change the town ordinance to allow it, citing inconsistency with town character. In new business they approved the November 6, 2019 minutes by a 5-0 vote; the meeting adjourned at 7:57 p.m. The town manager update (submitted in absentia) noted the death of Perry Stutman, a Board of Appeals membership change, public hearings on Ordinances 19-06 through 19-09 on 12/18/19, a Holiday Open House on 12/11, and that a second public works employee, Brian Miller, started on 12/2.

Town of Queenstown Planning Commission Minutes December 4,2019 A meeting of the Queenstown Planning Commission was held Wednesday evening December 4, 2019. Present were Phil Snyder - Chairman, Matt Reno- Vice Chair, Loretta Hohmann, Secretary, Mike Bowell, Paul Cain, Town Planner Peter Johnston., - Absent -Town Manager Amy Moore REGULAR MEETING CALLED TO ORDER Accordingly, Phil Snyder brought the meeting to order at7:01p.m. The following documents were distributed to all members of the Planning Commission that were in attendance: o Agenda - Queenstown Planning Commission December 4,2019 o Town Manager Update o Town of Queenstown Planning Commission Minutes - November 6,2019 o Queenstown Bank Letter for request for LED sign request GUESTS _ None expected TOWN MANAGER UPDATES See attached document from Town Manaqer Ms. Amv Moore OLD BUSINESS: 1. Trails Master Plan Discussion - Trails inventory form - how to obtain concise information for the survey? Decide to wait till spring or begin in Jan. of 2020 to obtain the necessary data. Hold a Saturday huddle to review what is needed and then begin the survey data gathering. a. The county does not yet have a plan and the Queenstown Trails plan is just for the Queenstown municipality. We can plan our trails and then present to the county for connection for points north, east and southeast and southwest. The county does have some trail lines in the comprehensive plan. b. Trails have an economic element to them in the current demographics and the component to build that out into the surrounding developing areas. Added value to the existing homes in Queenstown. 2. LED Sign request from Queenstown Bank of Maryland a. Discussion on why does the bank want to place a LED sign? What is the impact on the neighbors of the bank? Want to take into consideration the support of the businesses in town. Per the letter from the bank, the sign is being re-purposed from another bank. b. Consensus of the planning commission is to not to make changes to the existing ordinance to allow the LED sign. It is not consistent with the town character and thus we would refrain from anv modifications to the ordinance. NEW BUSINESS: 1. Minutes - November 6,2019 a. Mr. Paul Cain made a motion to accept the minutes of Novernber 6,2019, second by Mr. Matt Reno. Vote taken Aye 5 Nay 0 PUBLIC COMMENT ADJOURNMENT Mr. Matt Reno made a motion to close the meeting, Mr. Mike Bowell second the motion. Below are a few updates for you: l. As you may have heard, Perry Stutman passed away from cancer on Saturday, November 23'd. As of today, no services have been announced, but when they are I will be sure to let you know. 2. John Fitzgerald, Board of Appeals Chairman, and his wife Genie are moving from Queenstown. Heather Comegys, alternate on the BOA, will now become a fulI member, and we will be putting notice out for anyone wishing to serve as an alternate on the board. 3. Commissioners will hold public hearings on Ordinances 19-06 thru l9-09 at l2ll8ll9. their next meeting on 4. Holiday Open House will be Wednsday,l2lll from 5-7 p.m. at the American Legion, Rt. 18, Queenstown. Catering by Mission BBQ 5. Town hired a second Public Works employee, Brian Miller, who started on 1212.
