Town of Queenstown Planning Commission Minutes November 6,2019 A meeting of the Queenstown Planning Commission was held Wednesday evening November 6,2019.

Present were Phil Snyder - Chairman, Matt Reno - Vice Chair, L,oretta Hohmann - Secretary, Mike Bowell, Paul Cain, Town Planner Peter Johnston, Town Manager Amy Moore

o Nancy Scozzari, QAC Planning Resource and Park Planner- Steve Chanley Director of Recreation and Parks of Queen Anne's County RE: County's vision for trails and connectivity to municipalities Mr. Matt Reno explained the reason for the Trails Master Plan for the Town of Queenstown, Maryland.

A few mernbers of the Listserv were in attendance.

We are seeking additional input from the county to satisff the goal of achieving safe access across the county.

Mr. Steve Chanley, discussed the trails, the completion of the CCT trail took two decades to complete.

There is disconnect in the trail segments due to the crossover of Rt. 50. Discussion has been to start at the other end of the county and head back towards Kent Island. This is still an open discussion. We have limited funds and trying to keep up to date with what trails that we have.

Ms. Scozzari is pleased that we have a Draft plan. Lots of changes in funds and loss of funds and the major trail spurs and extensions have been put on the back burner. Many communities want to be able to bike to stores even though there is a cross county connector the users still have to cross over the highway.

The county is working on a Master Plan and the Parks department is looking for additional input.

Mr. peter Johnson inquired about the value of trails that is beyond the trails, if there is an increase economic development. Does the county have any tlpe of tracking on the property values and been and what the investment is? Ms. Scrozzari, provided that there is no tracking in place. The business owners have provided good feedback on the trails.

There is an eco-sensor that can track bikes, direction, time to determine the traffic on the trails. The trend is 10-1400 has been the busiest time on the Trails.

In the Visitors center, they atternpt to track who is using the trails. Some of the restaurants do have bike racks. Trails are also rented out for 5k and walks, thus the longer we can make the trails, the larger the races.

The trails also increase the property values of communities; it is a selling point for real estate.

The bike and pedestrian advisory board meets quarterly for the county and Ms. Scozzai is hoping to speak with the state to get the State involved. Since Queenstown is incorporated, we can seek funds from the community parks and playground funds.

With the completion of the CCT (county cross trail), the counties next step was to contact Queenstown for trail interest. The timing of the meeting is on point with the county.

Possibility of the Loverlee property to have a regional park as the land owner did approach the Town of Queenstown if the town has interest.

If you Go to county website, and click on services, to the map library, there is a bike and connectivity plan. The Town of Queenstown appears to be the gap for the pedestrian connectivity.

Mr. Matt Reno explained how a form is being created in google forms to gather information on sidewalks and trails that the Listserv volunteers mav assist with.

TOWN MAI\AGER UPDATES

Ms. Amy Moore - adopted 19-05, mixed use property and 19-04.

Public Works- Treatment plant was dedicated to Mr. Lane Cole for his years of dedication to the Town of Queenstown Public Works department.

Work session for land purchase to take place.

The Commissioners next meetings will be on November 20,2019 and Dec 8th, 2019.

Christmas tree lighting event will take place on Nov 30th.2019 The Planning Commissioner meeting to be in Jan on the 8th 2020.

LED Sign request from Queenstown Bank of Maryland a. How will the lighting affect the residents surrounding the bank property?

b.

Request for Ms. Moore to ask the bank if it is a full color LED sign.

c. Define changeable bulletin board and limit the time of the signage and how the message is displayed, For example, White background with black lettering or black background with white lettering.

Critical Area Draft Regulatory Proposal for the Siting of Large Solar Projects in the CA a.

The CA for the siting is for commercial solar panels where this would affect large acres of land, this would not have an impact on the Town of Queenstown.
