Town of Queenstown Planning Commission Minutes September 18,2019 A meeting of the Queenstown Planning Commission was held September 18, 2019.
Present were Phil Snyder - chairman, Matt Reno- vice chair, LorettaHohmann, Secretary, Mike Bowell, Paul Cain, Town Planner Peter Johnston, Town Attomey Lyndsey Ryan and Town Manager Amy Moore
MEETING CALLED TO ORDER
Accordingly, Phil Snyder brought the meeting to order at7.00 p.m. The following documents were distributed to all members of the Planning Commission that were in attendance:

amend the Queenstown20lT Comprehensive Plan to reflect the future development of the Wheatland Farm.

amend Article IV, Part II titled Planning Development (PD) Floating Zones and
Article VI, Section
65 titled Permissible Uses Table of the QueenstownZoning Ordinance to permit mixed use development to include single-family residences and limiting the percentage of allowable residential uses pei site.

RESOLUTION NO. 19.101- A RESOLUTION OF THE QUEENSTOWN
PLANNING COMMISSION TO AMEND THE QUEENSTOWN 2017
COMPREIIENSIVE PLAN TO REFLECT THE FUTURE DEVELOPMENT OF
THE WHEATLAI\D FARM
Mr. Waterman - the zoning ordinance as per today, would have town houses (180). New concept plan, with same number of units but alter size and shape of lots and provide a mixture of size of houses. This would accommodate diversity of mixed single family. All is simply to keep within the town existing structure.
Mr. Peter Johnson- The growth allocation plan for the future would need to be changed from age restriction to non-age restriction. The comments are not critical that would need to be addressed immediately. Mr. Johnson, recommends to put on hold and address in the next update.
Mr. Barry Waterman - when we started, the county wanted the Wheatlands to be only commercial property and no residential. The county changed the position and thus the comments from the county have changed to include residential. No environmental groups have opposed the changes that are being proposed.

SECTION 65 TITLED PERMISSIBLE USES TABLE OF THE QUEENSTOWN
ZONING ORDINANCE TO PERMIT MIXED USE DEVELOPMENT TO
INCLUDE SINGLE-FAMILY RESIDENCES AI\D LIMITING THE
PERCENTAGE OF ALLOWABLE RESIDENTIAL USES PER SITE
The PRC allows for commercial and mixed uses and clarify residential additions. Cleans up design guide lines. Permits single family uses list here the table items.
Public comments- Mr. Peter Johnson, drafts were consistent to the l9-l0l resolution.

TOWN MAIIAGER/TOWN COMMISSIONERS UPDATES
- Working on securing land for new Water tower. Looking for l/3 of an acre. The land would include parking for repair vehicles for the tower.
- Trails master plan -Town staff Aaron Horney had edited the plan for the Planning Commissioners - Bonfire and movie and concerts in the summer were a success and town commissioners are looking to plan itin2020.
OLD BUSINESS:
1.
Trails Master Plan Discussion - Draft of first chapter of the plan was reviewed by the planning Commissioners Second chapter was sent out electronically to be reviewed at a future date.
Mr. Peter Johnson asked if the volunteers can be asked to provide an assessment/survey of the existing sidewalks- inventory the sidewalks and the conditions. prioritize which are the most importani ones.

Forest conservation Plan -this does not apply to existing home lands. This would be directed towards the wheatlands and ouar"v properties.
a.
Dudley property should not have any issues.
b' Wheatlands would need to address tire trees that would need to be taken down on Rt. 50. Offsets are set for consideration and the public can be invited to be heard as to how the offsets would be directed.
c' The ordinance sets up the funds and it would be a separate account and that can be tracked an annual report would need to be provided and the Town of eueenstown cunently provides an annual report.

No additional discussion Mr. Mike Bowell made a motion to approve resolution, Ms. Loretta Hohmann second the motion, vote taken Aye-5, Nay 0 Discussion on removing the advertisement of public meetings in the newspaper, the information would still be included in the agenda. Any iterns related to the Comprehensive plan would always still have public hearing.
Town Attorney Lyndsey will send out a draft version to all the Planning Commissioners.
Motion to approve the minutes from August 8,2019- from Mr. Matt Reno was made and Mr. Paul Cain second the motion.
