7:OO REGULAR MEETING CALLED TO ORDER

GUESTS:

o Lonnie & Shirley Anthony - Request for preliminary approval before formal submission of Administrative Subdivision @ 116 Dudley Avenue Request removing property line separating two adjoining lots located at I 16 and 120 Dudley Avenue. Combine into one lot under 116 Dudley Ave. Proposing to put up 26'x36'pole building- would like all buildings to be on one piece of property. Will also remove existing l0'x20' shed from property. Coverage should not be issue on combined

lot. Plan would not affect town/state tax base. Combined lot would be equal to square footage of the two individual lots. Commission has no objections. Mr. Anthony will have survey done/plat prepared and return with proposed building plans as well.

o Dave Harrison - Review of shed plans @7204 Maryland Avenue Mr. Johnston sees no issue with plans. After discussion, Mr. Cain motioned to approve plans. Chair. Snyder seconded. VOTE: 3 aye - 0 nay

TOWN MANAGER UPDATES:

o See attached Town Manager Update document.

o Mr. Snyder expressed concem regarding boardwalk grant funding- retuming unused funding in past. Would like PC to be kept in looplkeep track of funding to avoid giving back unused grant funds in future. General discussion about boardwalk/kayak launch plans. Matt Reno stated plans had been given to PC previously- also shared on screen with PC during meeting.

OLD BUSINESS:

o Trails Master Plan Discussion Draft Plan Review PDF of Trail Plan progress posted to town website few weeks ago. No comments from public submitted. Susan Mayberry provided Mr. Reno ideas regarding addition to planwould require easements- possible land swap between Mayberry and Town owned property behind Town Office. Should bring ideas to Commissioners to see if interest before pursuing further. Next step for plan would be to send letter to

Commissioners and State seeking input/comments/support on Draft Plan.

o Community Parks and Playground Program Grant Funding FY202l o Grant was discussed with Town Engineer Bob Rauch regarding cost estimate, suggested to put in contingency funding which increased funding request. Has now been submitted and now waiting on State for favorable review and possible awarding of grant next Spring.

o Petition for Planned Development - Waterman Family Limited Partnership Was submitted to QAC Commissioners- currently open for public comments. Would be helpful for Queenstown citizens to submit letters of support for plan to QAC.

o Sorenson - Site and Water Quatity Management Plan -ll2 Charity Lane Construction has begun- now awaiting completion of project for inspection.

o Boat Landing and Parking Area Improvements Mr. Reno marked off areas for parking spaces, looking into costs for millings to stabilize/level parking areas currently covered by grass.

1. Commissioners adopted Ordinance 20-03 which increased our water and sewer

connection fees from $10.515 to $13.700.

2. Letters going out to residents who need to make repairs to their laterals and replace

cleanout caps. Town will work with them to get the work done and offer financial assistance by way of interest free payment plans for those who request it.

3. QAC Commissioners held a public hearing on8125 to hear Mr. Waterman's request to

amend the County Master WS Plan from W-3 and S-3 to W-2 and S-2. They have left the comment period open for two weeks.

4. Received notification that the MD Dept. of Public Works will be voting on our dredging

application in an upcoming meeting. MDE provided a favorable recommendation that it be approved. No date was given for the PW meeting.

5. Grant application submitted to the County Program Administrator for the Maryland

Community Parks and Playgrounds Program for the boardwalk, which is part of the Trails Master Plan.

6. Applying for a grant with DNR for debris removal along the shoreline owned by the

town. Contractor would cleanup logs, trash, branches, etc. that comes ashore 1-2 times per year.

7. Moving along with the boat landing parking area. Ordered and received parking stops.

Matt Reno and Chris Ritch walked the area and marked for parking spaces. Looking into millings for parking. Also looking into towing services for violators. Signage will be ordered once towing services determined as the company info would need to be specified on sign. Town Engineer is looking into drafting scope of work for the improvements to the ramp itself.

8. Commissioner Hogie Schuster will be moving from Town the end of September. Per the

Charter, the rernaining two commissioners will appoint a replacement for the remainder of the term. They will be accepting names and letters of interest until Friday , 9lll , after which they will interview applicants and maybe make an appointment at the September 23'd meeting.

9. Nominations for the office of Town Commissioner will open on September 4th and close

October 2"d. Commissioner Al Hardee's term expires November. Town election is Monday, November 2nd. Commissioner Hardee has indicated he will run again.

10. I contacted Shore Christian Fellowship about possibility of using the outside of the

building to show the trails power point presentation. They advised that we could, but they indicated they have had problerns in the past showing movies outside unless it was well after dark.
