Town of Queenstown Planning Commission Minutes May 2, 2018 A regularly scheduled meeting ofthe Queenstown Planning Commission was held Wednesday evening May 2, 2018. Present were Philip Snyder, Chair, Town Planner Peter Johnston, Betty White, Loretta Hohmann, Perry Stutman and Town ManagerAmy Moore.
Guests present were Attorney Joe Stevens, Property Owner-Peter Dudley, Salt House LLC and Frank S. Dudley, Jr. Real Estate Trust.
Accordingly, Phil Snyder brought the meeting to order at 7:00 p.m. The following documents were distributed to all members ofthe Planning Commission that were in attendance:
• Letter dated April 16, 2018 to the Town Commissioners of Queenstown from the Law
offices ofStevens Palmer, LLC, Annexation agreement and Public facilities Agreement,
• The Town ofQueenstown Annexation Plan from Salthouse, LLC (aka “Dudley home
Farm”)

Proposed Annexations, came about due to the comprehensive plan that was being updated. Mr.
Dudley and Mr. Stevens had spoken with Town Commissioners for the annexation ofthe Towns priority of future growth and timing of the growth Mr. Stevens described the properties referencing the 2~3AAe land use plan map.

Dudley home crosses 18 and it moves the land area under Maryland law from within county into the municipality. The Town Commissioners have referred the proposal to the Queenstown Planning board for recommendations.
Rezoning per attorney Mr. Stevens, this is not part ofthe request, no plans on the table and the — property would only be leaving the countyjurisdiction. Eventually the Dudley North and Dudley Home Farm would be fortown planning approximately 200 acres.
Two properties, described as Dudley north, east of Royal Farm’s and both the animal shelter and veterinary office.
Second proposal Salt House LLC, it is the family LLC, called the Home Farm currently the property is a small winery and is active and leased to a local farmer Mr. Stevens advised There is no intention to bring in the waterfront and critical areas.
The Annexation agreement will bind Mr. Dudley to provide utilities and general commitmentand what they generate a need for they will fund for police fire etc.
A 5 year wait period would start at the time the property is officially annexed.
Peter Dudley stated he has been in town for many years, and as things progress over time he is looking to have a partnership with the town and grow as needed and desired, In summary recommendation on whether it is consistent with the town comprehensive plan and - not requesting any rezoning Mr. Phil Snyder stated that there cannot be any isolated parcels left if annexed.
Mr. Perry Stutman commented that in the past he had spoken with Peter Dudley’s father and discussion of having a cIT safety public and service center. Also1 the water tower and fire dept would be moved in that area. The Public safety and service center could possibly become a police dept. Peter Dudley commented that they are open to all suggestions. Attorney, Mr.
Stevens knows that is on the table and that they will address it.
Betty White made a motion that the memorandum dated May 2,2018 to the Planning Committee from Mr. Peter Johnson be approved, The Memorandum is attached to the minutes reflecting the changes.
A Vote was taken and unanimously approved.
Mr. Peter Johnson discussed what are we going to need for utilities, water and sewer for the future. With the recommendation ofannexation, it allows for a planning period of 5 years. Bob Rowe is already working on the future plans of utilities.
Amy Moore Town Updates:
Trucks idling at Royal Farms- the Town Commissioners passed an ordinance that trucks idling more than 5 minutes will be fined. Ms. Amy Moore met with a Royal Farms representative and a Lieutenant from the police department. The meeting, hopefully will move forward and correct the issues plaguing the community. Royal Farms will change the parking in the rear of property with new signage that will read to prohibit truck parking in back of property and Royal Farms will assist
with fencing to keep the trash blowing around from Royal Farms into the community.
Town had contracted Bob Rowe to plan the infrastructure of Queenstown so it may be referenced and looked up electronically Mr. Row gave a presentation of how the infrastructure can be viewed. All data would be stored on the cloud for a monthly fee. The electronic infrastructure allows town personnel to go out and find a man hole and put a work order on it as an example.
Town Commissioners have a workshop on the infrastructure and forthe membrane issue to finally getting completed.
Town Commissionerwould hold an open house and let the citizens see the plan.
Ms. Pat Bowell and Ms. Moore are currently working on the town budget.
In the town newsletter for May, Ms. Moore stated that the town will communicate that we will have ourfirst town picnic at QT park on June 22, 2018. The town will provide hamburger and hot dogs and community attendees may bring a dish.

Zoning Ordinance- Review current sign regulations to be discussed in future workshop — Comprehensive Rezoning Queenstown Zoning Ordinance- Changes to the text of code will be — discussed in a future dsted Workshop to address the proposed changes from Town Planner Mr.
Peter Johnston.

MEMORANDUM
To: Queenstown Planning Commission From: PeterJohnston, AICP Date: May 2, 2018 RE: Annexation Request Dudley North and Dudley Home Farm — Suggest that the Planning Commission make the following findings and present this recommendation to the Town Commissioners concerning the proposed annexation:
FINDINGS
• The properties for annexation, aka Dudley North and Dudley Home Farm, are classified
on Map 2-3, Land Use Plan in the 2017 Comprehensive Plan, Queenstown, Maryland as “Planned Annexation” areas (see attached map exhibit);
• The initial proposed zoning for the properties will be their County Zoning Designation of
“Agricultural”, for the Dudley Home Property, and a designation of Suburban Residential (SR) for the bulk ofthe Dudley North property, with a sliver ofthat parcel being zoned as Countryside (CS) which zoning is likely to apply for at least five years. This “holding” period will provide the applicant time to develop a viable and context appropriate program of developmentfor the properties and the Town to program infrastructure
extensions and build capacity as required.
• The applicant’s annexation plan for both properties anticipates that the future zoning
for the properties will be Planned Neighborhood (PN) which is consistent with the intent of the 2017 Comprehensive Plan.
RECOMMENDATION
The Queenstown Planning Commission finds the proposed annexation of the Dudley North and Dudley Home Farm properties is consistent with 2017 Comprehensive Plan and recommends the Town Commissioners proceed with annexation.
