Town of Queenstown Planning Commission Minutes February 3, 2016 A regular meeting of the Queenstown Planning Commission was held on February 3, 2016 at 7:00 p.m. at the Town Office. Present were Planning Commission members Al Hardee, Don Regenhardt, Phil Snyder, Hogie Schuster and Betty White. Guests present were Peter Johnston, Town Planner, Mike Bowell, Town Commissioner, and Lane Cole, Town Engineer.

Hogie Schuster, Chairman, brought the meeting to order at 7:00 p.m.

The Chairman then opened the Public Hearing on proposed amendments to the Zoning Ordinance. No comments were offered, therefore the meeting was then closed.

NEW BUSINESS

Guests’ Time: No guest comments.

1. Town Commissioners Updates - no new updates.

2. Waterman Family Limited Partnership: It was suggested by Peter Johnston that

because of the many questions and issues to be discussed, that the Planning Commission schedule a special workshop session to discuss the Concept Plan for the Wheatlands property in detail. It was decided that a special workshop meeting of the Planning Commission will be held on February 16, 2016, at 4:00 p.m. at the Town Office.

The Secretary was directed to request the Town Clerk to post the proper notification on the Town website.

3. 2010 Community Plan Updates: It was decided that these updates will also be

discussed at the special meeting of the Planning Commission on February 16, 2016 at 4:00 p.m.

OLD BUSINESS

Pending requests and permits

1. 7001 Main Street - The Planning Commission gave final approval to the Cohee

Subdivision Plat subject to the following:

a. Revise the note “Proposed Use – Apartments” to read “Proposed Use – Two-Family Dwelling’; and b. Add the following note to the record plat: “Approved by the Queenstown Planning Commission in accordance with the provisions of Section 42 of the Queenstown Zoning Code.” The Planning Commission authorized the Chairman to sign the record plat when these conditions have been met. The same notes should appear on the Zoning Certificate

which was signed by the Chairman at this meeting.

2. General Ordinance Revisions

1. Proposed Amendments to the Zoning Ordinance: After discussion of the Proposed

Amendments to the Queenstown Zoning Ordinance, Version dated December 11, 2015, it was moved by Phil Snyder, seconded by Al Hardee, that said document be submitted to the Town Commissioners for approval. This motion was carried unanimously. A copy of said Proposed Amendments shall be included herein as part of the Minutes package.

2. Resolution PC 16-001: Resolution of the Queenstown Planning Commission to

amend the Queenstown 2010 Community Plan to reflect the annexation, rezoning and future development of the Wheatland Farm and to ratify and confirm the Queenstown 2010 Community Plan as being the Adopted Queenstown Community Plan in all other respects:

The proposed Resolution was presented and discussed by the Planning Commission.

It was then moved by Don Regenhardt, seconded by Phil Snyder, that the Queenstown Planning Commission provided said proposed Resolution PC16-001 to Queen Anne’s County and State of Maryland Agencies for review and provide Notice of a Public Hearing to be held on April 25, 2016, at 7:00 p.m., following the required 60 day review period.

This motion was carried unanimously and a copy of said Resolution shall be included herein as part of the Minutes Package.

3. Resolution PC 16-002: Resolution of the Queenstown Planning Commission

recommending that the Queenstown Commissioners designate the Wheatland Farm Property and the Queenstown Harbor Resort Property as Priority Funding Areas:

The proposed Resolution was presented and discussed by the Planning Commission. It was then moved by Don Regenhardt, seconded by Phil Snyder, that the Queenstown Planning Commission adopt Resolution PC 16-002 requesting that the Queenstown Commissioners designate the Wheatland Farm and the Queenstown harbor Resort as Priority Funding Areas.

This motion was carried unanimously and a copy of said Resolution shall be included herein as part of the Minutes Package.

3. Town Planning and Infrastructure

(a)Town Park at WWTP – Hogie Schuster indicated that although several grants have been applied for, all have been turned down so far. No other update.

Phil Snyder expressed his heartfelt thanks everyone, especially to Peter Johnson and Brynja Booth for all their assistance and valuable advice during his tenure as Chairman of the Planning Commission.

The Minutes of the Planning Commission meeting held January 6, 2016, and the Minutes of the Planning Commission special meeting and closed session held January 28, 2016, were each reviewed and approved.

There being no further business, the meeting adjourned at 8:15 p.m.
