The Town of Queenstown Planning Commission met August 1, 2018. Members heard a presentation from Barry Waterman about a potential mixed-use development on the Waterman property (zoned for apartments and townhouses) that could include roughly 4–5 commercial pads and residential units; commissioners expressed support for a mixed-use approach on the west portion and asked for a more detailed concept when available. The Commission voted unanimously to recommend the Board of Appeals approve Ashley Alton’s application to add one more child, bringing her licensed daycare total to five. The Town Manager reported membranes at the sewage treatment plant were replaced and working well, noted water usage (~67,000 gallons) versus plant inflow (~147,000 gallons), said street paving and village ditch work are planned pending bids, and said Resolution 18-102 (Dudley family annexation agreement) was tabled with a meeting set for August 14. Staff will send a letter to the owner of the old Getty station about property upkeep and possible follow-up by code enforcement; minutes for June 6 and July 11 were approved and the meeting adjourned at 8:43 p.m.

Town of Queenstown Planning Commission Minutes August 1,2018 A regularly scheduled meeting ofthe Qijeenstown Planning Commission was held Wednesday evening August 1, 2018. Present were Philip Snyder- Chair1 Matt Reno- Vice Chair, Perry Stutman, Loretta Hohmann, Town Planner Peter Johnston and Town ManagerAmy Moore. Absent and excused was Betty White. MEETING CALLED TO ORDER Accordingly, Phil Snyder brought the meeting to order at 7:02 p.m. The following documents were distributed to all members ofthe Planning Commission that were in attendance: • Agenda • Email from Barry Waterman including a rough draft and sketch for 180 town homes. • Application for zoning appeals ofadding one additional child on the Ashley Alton property for day care. GUESTS Barry Waterman ofWaterman Realty NEW BUSINESS 1. Discussion for future build on the Waterman property The large market — commercial store is not in the foreseeable future from any national developers, especially not in the rural area. There appears to be a market for residential componenttoday and for some type ofretail. The Waterman property is zoned for apartments and townhouses. Mr. Waterman believes there is a demand for this type ofhousing and attract highway users, such as restaurants as an example like in Easton. This could serve highway traffic and then compliment with apartments and townhouses. Infrastructure on water and sewer, options come straight across and tie into the outlet, drill a new line. Mr. Waterman provided a description of the pads on the sketch. The 2.5acre site is equivalent to the Wawa acreage. Possibility ofthe area with 4-5 pads to possibly have food service. Nothing is lined up. Has not marketed this to anyone. No commitments from anyone. The plan is to have the exit for the develpopment to go out on Nesbit Rd. State highway says no light, have to access on 50 but prefer access to get westbound access on 50. The road planthat Mr. Waterman is planning is identical to the state highway plan. Much discussion on thoughts ofthe possibiJities for partial commercial with apartments over head. Planning Committee members that were in attendance are in favor ofthe mixed use residential/commercial concept presented and would support this type ofapproach for the westportion ofthe property and look forward to reviewing a more detailed concept once one is available. 2. Ashley Alton property for daycare, submitted an application to add one more child for a total of5 children. Phil Snyder, entered a Motionto Recommend the board ofappeals to approve the application as submitted for the addition ofa child ofthe Ashley Alton property as 5th outlined and as dated on the application ofJuly A vote was held and the motion 18th,2018 was approved unanimously. TOWN MANAGER UPDATE Membranes replaced at Sewage treatment plant and things are working great. Md issues all oftown is being fllmedlcamera. Still actively trying to determine where the leaks are. Water usage is around 67,000 gallons, however flow into plant is at 147,000 gallons. Street paving will take place over several roads towards the end ofthe summer or early fall. The town is waiting for one additional bid. Ditch work in Queenstown village areawill take place as it has been several years since the last ditch work was performed. Resolution 18-102 is tabled forthe annexation agreement with Dudley family. of 14th August is a meeting with the Dudley family for additional discussion. A Town Commissioner spoke with husband ofthe owner for the old Getty station. Owner is unable to do anything as she is busy with restaurant across the bridge. Mr. Phil Snyder will prepare a letter to submit to the property owner to ask ifthere is any follow up with plans for the property. Ifproperty is not kept according to townordinances, then the Town enforcement officer will followup with the owner. 3.Minutes June 6, 2018 Motion to approve the minutes by Mr. Phil Snyder were — — approved unanimously.
