BE IT RESOLVED THIS 9th day of June 2009 by the County Commissioners of

AND BE IT FURTHER RESOLVED that the proposed Utility Operating Property
tax ratefor Fiscal Year 2010 of 1 93 per 100 of assessed valuation beand is
hereby adopted
AND BE IT FURTHER RESOLVED that pursuantto the authority ofQueen
Annes County Ordinance Number 92 11 providing for a Kent Narrows
Commercial Management and Waterfront Improvement District a supplemental
real property tax ata rate of 06 per 100 of assessed valuation be and is
hereby adopted for Fiscal Year2010 Thetax shall be levied on those properties
subject to such a tax under the provisions of Ordinance Number 92 11
AND BE IT FURTHER RESOLVED that the proposed budgets forthe General
Fund the Special Revenue Funds the Enterprise Funds and the Capital
Projects Funds for Fiscal Year2010 copies of which are attached hereto as a
part hereof be and are hereby adopted
AND BE IT FURTHER RESOLVED that requests for capital outlay within the
General Operating Fund that were not appropriated will be reviewed no later than
March 15 2010 for supplemental appropriation pending availability offunds
AND BE IT FURTHER RESOLVED tocontinue the quasi hiring freeze through
FY 2010 with the exception of Public Safety positions which includethe
following departments Sheriff Emergency Services Detention Center and
Animal Services
AND BE IT FURTHER RESOLVED that a capital project will be proposed for a
consultant to review the current health and disability insurance plans and costs
and todevelop a request for proposal so that these benefits may be rebid during
the next contract cycle
AND BE IT FURTHER RESOLVED that a citizenscommittee will be appointed to
advise the Commissioners in developing the FY 2011 budget to examine the
feasibility ofout sourcing selected services and tasks provided by the County
and toadvise the Commissioners in ways to make the financial processes of the
government moretransparent tothe citizens
AND BE IT FURTHER RESOLVED that a capital project will be proposed for a
consultant to study the feasibility ofand milestones for implementing a county
executive form ofgovernment

AND BE IT FURTHER RESOLVED that the County Administrator workwith the
County Attorneyto review State requirements concerning the relationship
between the County and Chesapeake College and the relationship among the
County and the other fourcounties that support Chesapeake College
AND BE IT FURTHER RESOLVED that a capital project plan be developed to
expand the Animal Services kennels utilizing funds from the Estate of Eugenia
Teodoli for completion in September 2009
AND BE IT FURTHER RESOLVED that the Ferry Point capital project to
construct a foot bridge and board walk at Kent Narrows be expedited pending
receipt ofthe required easements and rights of access
AND BE IT FURTHER RESOLVED that in preparation for the FY 2011 budget
cycle the following will occur

In lieu ofa Cost ofLiving Adjustment COLA a salary scale adjustment of
1 800 will be added tothe current salary scales effective with the pay
